Description: Overhaul of the USAF F100-PW-220/220E 3rd stage turbine vanes Tinker AFB, Oklahoma City, Oklahoma 73145 Solicitation # FA8121?23?R?0004 The 421st SCMS has an ongoing need for the overhaul of the USAF F100-PW-220/220E 3rd stage turbine vanes. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation; Federal Acquisition Circular 2022-08, �Small Entity Compliance Guide� This acquisition is Full and Open Competition NAICS Code 336412; Size standard is 1500 The contractor will furnish all facilities, labor, tooling, materials, and equipment to accomplish the repair and reporting and return to the Government in a completely serviceable condition the items of the Air Force listed below, all in accordance with the provisions hereof and the Performance Work Statement (PWS), Rev. 2, dated 8 November 2022. Qualification Requirements apply: To be eligible for contract award, the offeror must be an approved source, in accordance with clause 52.209?1, Qualification Requirements. The Government is NOT required to delay contract award to review pending Source Approval Request (SAR). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained, and the source will be reviewed for possible source approval for future awards. End Items Beyond Economical Repair: �Economically Reparable End Items� are defined as end items which can be restored to a serviceable condition, in accordance with applicable requirements, when cost of repair will not exceed 75% of the Stock List Price specified in the contract. If the contractor estimates the total cost of the repair and/or overhaul of any end items received will exceed the above percentage of the Stock List Price, the Contractor shall promptly notify the Administrative Contracting Officer (ACO) in writing and shall not perform further services on any such items except at the direction of the ACO. Upon receipt of the written notification that a particular item is not reparable, the Contractor shall dispose of the unit in the manner directed by the ACO. The Procuring Contracting Officer (PCO) may authorize the Contractor, through the ACO, to exceed the percentage of the Stock List Price in subparagraph (a) above when an item is in critical supply status. FAR 52.215-1, Instructions to Offerors-Competitive Acquisition (Nov 2021) �� (a) Definitions. As used in this provision- �� Discussions are negotiations that occur after establishment of the competitive range that may, at the Contracting Officer�s discretion, result in the offeror being allowed to revise its proposal. �� In writing, ""writing,"" or ""written"" means any worded or numbered expression that can be read, reproduced, and later communicated, and includes electronically transmitted and stored information. �� Proposal modification is a change made to a proposal before the solicitation�s closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award. �� Proposal revision is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer as the result of negotiations. �� Time, if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays. However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day. �� (b) Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s). �� (c) Submission, modification, revision, and withdrawal of proposals. (1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the office specified in the solicitation, and (ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror.
