THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Changes - This SPECIAL NOTICE is being edited on 15 November 2022 to upload the Industry Day Slides and provide the most recent version of the Questionnaire. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) is hosting an industry day and seeking industry input as it evaluates project construction risks, industry capabilities, and strategies for the proposed Department of Veterans Affairs (DVA) VA Portland VA Medical Center (PVAMC) Seismic Retrofit & Renovation � Phase 2. The purpose of this meeting is to provide an overview of the project, potential source selection details, and subcontracting opportunities. CENWP will host a one-hour virtual project overview presentation on 07 November 2022. Responsible firms will be provided a link to the virtual project overview presentation. Following the presentation, the government requests that each firm provide written responses that addresses the firm's capabilities, sharing lessons learned from projects of similar size and scope, and any additional information or recommendations via the attached questionnaire. These responses will be considered for use in solicitation development. The North American Industrial Classification Code (NAICS) for this potential requirement would be 236220 � Commercial and Institutional Building Construction. The related Small Business Administration size standard is $39.5M. Project Site Background/Scope. All construction efforts are to take place on the existing Portland VA Medical Center (PVAMC) campus in Portland, Oregon. PVAMC is located on Marquam Hill adjacent to Oregon Health and Sciences University (OHSU). The property address is 3710 SW U.S. Veterans Hospital Road, Portland OR 97239. The PVAMC is an acute care medical facility in Portland, Oregon. Opened in 1929, the original hospital was replaced in the early 1980s and currently has a capacity of up to 478 beds. PVAMC�s campus is connected to OHSU�s campus via a large sky bridge tying into PVAMC�s Building 100. Services provided by PVAMC include primary care, radiology, speech and language pathology, social work, prosthetics, rehabilitation, emergency care, pharmacy services, laboratory services, and more. The acute care medical center is accredited by The Joint Commission and serves approximately 80,000 visitors annually. The 128-foot tall main building (Building 100) has nine (9) above-ground stories as well as a penthouse and two (2) underground floors. The steel and concrete high-rise building has a total of 684,985 square feet of space. Overall, the campus has 1,532,254 square feet of space sited on 30 acres of property donated by OHSU to the VA. This impetus for the overall project is to address known structural seismic condition gaps by seismically retrofitting the structures of Building 100 (main hospital building), Building 101 (research and administration) and Building 102 (underground parking garage with upper level plaza which creates the roadway and primary point of egress into Buildings 100,101, 103 and 104). The fa�ades of Buildings 100 and 101 have also been determined to be seismically deficient and will be replaced. The scope of work for this phase (Phase 2) of the program is for the design and construction, via a Design-Build contract, of a new Specialty Care Building (B110) on campus which will provide future flexibility in completing the most intrusive portions of the seismic retrofit and renovation work in B100 and B101, to be completed in future phases. This new structure will house most of the campus� ambulatory care functions and will create space in the main hospital building for acute inpatient functions and ancillary support departments. Additionally, this phase will include the construction of 449 net (approximately 650 gross) new parking spaces on campus. To provide the footprint for the new B110 and the new parking structure, several existing structures will also be demolished and/or relocated. Objectives: This is a new requirement for the design and construction of the following Phase 2 elements: Demolition of several existing structures on the southern half of campus, including the 24,000 square foot structure, Building T-51; an existing trailer building; surface parking spaces surrounding Building T-51; and other minor existing structures. Design and construction of a new parking garage structure (Building 111) adjacent to the existing parking structure (Building 108). Design and construction of a new Specialty Care Facility (Building 110) which will serve as an outpatient care facility and will include approximately 297,000 gross square feet. Anticipated period of performance: CENWP anticipates advertisement of a two- phase Design-Build solicitation on or about February 2023 and award in mid-2024. The Period of Performance is anticipated to be 54-60 months to include design. Estimated Construction Cost (ECC): The current ECC, escalated to the midpoint of construction and excluding contingency is between $250,000,000 and $500,000,000. Acquisition Strategy Methods and Considerations. CENWP anticipates awarding a single firm fixed price Design-Build construction contract. Submission Instructions.
