- PLEASE READ THIS NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price, base with 4-option years, service contract with Safety Management Services Inc. (SMS), 1847 West 9000 South, Suite 205, West Jordan, Utah 84088, for the preventative maintenance/calibration of their SMS Test Equipment.� � The Federal Bureau of Investigation (FBI), Laboratory Division (LD), requires a preventative maintenance contract for their SMS equipment.� The ABL ESD, ABL Friction, MBoM Impact, and SBAT sensitivity test equipment were initially developed, designed and fabricated by Hercules/ATK and are unique due to their design, simulation of in-process conditions, minimizing testing variables, and provided test data in engineering units.� Safety Management Services, Inc. (SMS) obtained an exclusive license to all the intellectual property associated with these test devices and in addition to complete access to all design specifications and developmental literature, the license grants SMS the ability to improve these devices and enhance the ATK intellectual property.� SMS is therefore the only company fully authorized to fabricate, offer, and sell these unique test devise and services to industry and government test facilities.� In conclusion, based on market research, Government end-users, and speaking with the manufacturer, it has been determined the FBI's requirement can only be provided by Safety Management Services, Inc., as no other vendor is authorized to so sell or service the OEM�s SMS equipment. This notice will be distributed solely through the General Services Administration�s System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and submit a capabilities statement to include an OEM Authorized Reseller letter or certificate in response to this requirement to Contracting Officer�Adelle Bolton via email at albolton@fbi.gov, no later than 5:00 pm EST on Monday, November 28, 2022.�Responses sent utilizing other means (i.e., via a telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to complete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM to receive government contracts, effective July 29, 2012. The FBI utilizes a financial system with a direct interface with SAM. Please ensure that your company�s SAM information is updated and accurate to include the TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payments to your organization.
