- This notice is providing government responses to Vendor submitted questions to the government for the TGRS effort.� Additionally, Sections L and M are submitted to update IAW the government responses. As a clarification to Vendors the Note 23 in the TGRS RFP synopsis that posted to betaSAM.gov, �Is this package (attachment) sensitive/secure? CUI�, the Note 23 is formatted into the betaSAM.gov synopsis structure and the government determines that none of the documents included in the TGRS RFP package are determined to be CUI. �Section L paragrph 4.4.9 is updated with the following change to paragraph 2 of paragraph 4.4.9. 4.4.9���� Tab 9: Small Business Subcontracting Plan Offerors, other than Small Business Offerors, must submit a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the Offeror has a comprehensive subcontracting plan). The plan, at a minimum shall address the elements set forth in FAR Clause 52-219-9(d)(1) through (11). The Offeror shall articulate how small businesses will participate in the execution of Task Orders to reach the 15% small business requirement with �first tier� small business subcontracting only. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage in this factor. The annual 15% is calculated as the total task order value less the dollar amount reserved for Public Private Partnership (PPP). Note: Subcontracting plans will only be reviewed for acceptability for the Offeror deemed to be apparent awardee. If the apparent awardee�s Small Business Subcontracting Plan is not initially acceptable, the Contracting Officer may exchange information regarding the Small Business Subcontracting Plan. As such, the CO may issue Evaluation Notices to the Offeror prior to any decision to enter into discussions in order to resolve questions or concerns with the Small Business Subcontracting Plan.
