Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 23, hereby provides notice of its intent to award a sole source, firm fixed contract for a Service Agreement, for a base plus four option periods, to Evoqua Water Technologies LLC, 210 6th Ave Ste 3300, PA 15222-2603. The contract is expected to be awarded under the authority of 41 U.S.C. ยง3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year beginning 12/01/2022 through 11/30/2027. The contract will provide full maintenance of the Mar Cor water purification system & monthly water testing in our Fargo facility. The departments include hemodialysis and SPS. The intent of the procurement is to have the systems maintained in accordance with manufacturer s recommendations and frequency. It is also the intent to have the Contractor on-call for emergency diagnostic service requests outside normal business hours, nights, holidays, and weekends during critical times when needed. Evoqua Water Technologies LLC provides installation, onsite product orientation, documented protocols, regional field service technicians, preventative maintenance programs, on-call technical support, user training programs, and a complete line of spare parts. No other company or business has been given the authority or position to perform and provide technical support both in the field and/or through telecommunications. Evoqua Water Technologies LLC is the only authorized/certified provider for disinfection and preventative maintenance services on this equipment. These services will be performed at the Fargo VA Medical Center, 2101 N Elm St, Fargo, ND 58102. NAICS code: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance (SBA Size Standard $11.5 Million) PSC: J046 The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the maintenance support services which is vital to Patient Care. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within ten calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE EVOQUA WATER TECHNOLOGIES SERVICE AGREEMENT in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Mark Chase (Contractor), Contract Specialist, by email at mark.chase1@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
