- The U.S. Department of Agriculture (USDA), Facilities Management and Agreements Division Grants and Agreements has a need for hotel 0001: Conference Facility, 0002: Guest Room Block, and 0003: Meal Service for a Leadership Summit to be held December 12-16, 2022 in Orlando, FL. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quotation (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. NAICS for this procurement is: 721110 � Hotels (except Casino Hotels and Motels) Size Standard is $35 Million. This requirement is Unrestricted. See Attachment 1 - Statement of Work for a description of the services required. Period of Performance:���� December 12, 2022 � December 16, 2022 Place of Performance:� Orlando, FL The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Communication Regarding this Solicitation: Any questions or comments regarding this solicitation shall be submitted through emailed to sarah.zhang@usda.gov NLT 12:00 EST (Noon) Tuesday, November 15, 2022. The vendor shall submit quotes via email to sarah.zhang@usda.gov and with a subject line of �Quote: 1232SA23Q0013�, for receipt no later than 12:00 EST, Wednesday, November 16, 2022. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award. Responses must include the following items: The company name, point of contact, address, telephone number, e-mail address, RFQ number, and vendor UEI number. Please provide completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with any offer. Technical Submittal:� The technical section submittal shall address the information required in evaluation factor 1. This submittal should be specific, detailed, and complete enough to clearly and fully demonstrate understanding of the requirements and inherent problems associated with the objectives of this procurement. Quotes which merely paraphrase the requirements of the Government�s specifications/statement of work or use such phrases such as �standard procedures will be employed� and �well-known techniques will be used� will be considered unacceptable and may not be considered further. The Technical Section Submittal shall address the following areas with each area in a separate tab: Conference Facility The vendor shall demonstrate that they have a thorough understanding of the facilities required for the conference attendees, in addition to the ability to provide those facilities during the identified period of performance. The vendor shall demonstrate the ability to present and maintain a clean, modern and professional environment for executive attendees in accordance with the specifications presented in the Statement of Work. The vendor shall provide a at least one recommended vendor for Audio/Visual equipment rentals that has preferably previously worked with your facility in the past and is available during the contract period of performance. Pricing for Audio/Visual equipment shall not be included in the submitted quote. The vendor shall provide a at least one recommended shuttle service vendor that has preferably worked with your facility in the past and is available during the contract period of performance to provide transportation to and from the local airport, in addition to an off-site meeting during the event. Pricing for shuttle service shall not be included in the submitted quote. Guest Rooms The vendor shall demonstrate that they have a thorough understanding of the facilities required for the conference attendees, in addition to the ability to provide the 102-room block during the identified period of performance. The vendor shall demonstrate that each offered room is to be at or below the per diem rate of $129 per night, has internal corridor access, and provides a professional/executive atmosphere to host the conference attendees. The vendor shall demonstrate their use of enhanced cleaning measures for guest safety which include cleaning with disinfectant; contactless check-out options; masks/hand sanitizer available for guests upon request, and that they are able to meet the current CDC guidelines for social distancing in common areas. The vendor shall demonstrate the availability of a business center for guest use throughout the stay. Meal Service The vendor shall demonstrate that they have a thorough understanding of the facilities and services required for the conference attendees, and the ability to provide the required service during the identified period of performance. The vendor shall provide a list of the onsite dining facilities available to attendees during the period of performance, along with the current menus for those facilities, or a link to menus posted online. The vendor shall also propose a sample menu for the reception, lunches and snacks required throughout the event. The vendor shall demonstrate their ability to accommodate dietary restrictions upon request. Price Submittal: �Vendors shall provide complete and detailed pricing for each technical area quoted. Details regarding any other direct costs shall be provided in the pricing section. No pricing information shall be submitted with the technical section submittal. Only the required minimum amount of information is requested to provide for proper evaluation. Efforts should be made to keep quotes as brief as possible, concentrating on substantive information essential for proper evaluation. All information submitted shall be current as of the month this RFQ was issued and shall be specific and complete. The quote shall be prepared in a format compatible with PC and capable of being viewed using commonly available software such as Microsoft Office or Adobe Reader. 52.212-2 Evaluation�Commercial Products and Commercial Services (NOV 2021) applies to this synopsis/solicitation. Award will be based on the following evaluation factors; Technical: Conference Facility, Guest Rooms, Meal Service, and Price. The contract will be established with the Vendor whose quote represents the overall best value to the Government considering the technical merit of the vendor�s quote and the evaluated price. The Government will determine overall best value based on evaluation of price and non-price factors; however, the Government will not establish a contract at a significantly higher evaluated price to achieve only slightly superior performance capabilities. All factors, other than price, when combined, are significantly more important than price. The following factors and subfactors shall be used to evaluate quotes, and are listed in descending order of importance: Technical Conference Facility Guest Rooms Meal Service Price Factor 1: Technical Subfactor 1: Conference Facility The vendor shall be evaluated on the merit that they have demonstrated a thorough understanding of the facilities required for the conference attendees and that they are able to provide those facilities during the identified period of performance. The vendor shall be evaluated on their ability to provide and maintain a clean, modern and professional environment for executive attendees in accordance with the specifications presented in the Statement of Work, and on the overall quality of the proposed facilities.� The vendor shall be evaluated on the basis of any/all online review criteria as provided by third-party sites. The vendor shall be evaluated on their ability to provide the minimum of one recommended vendor for Audio/Visual equipment rentals that has preferably previously worked with their facility in the past and is available during the contract period of performance. Pricing for Audio/Visual equipment shall not be included in the submitted quote. The vendor shall be evaluated on the basis that each offered room is to be at or below the per diem rate of $129 per night, has internal corridor access, and whether it provides a professional/executive atmosphere to host the conference attendees and the overall quality of rooms thereof. Subfactor 3: Meal Service The vendor shall be evaluated on the basis that they have demonstrated a thorough understanding of the facilities and services required for the conference attendees, and their ability to provide the required service during the identified period of performance. The vendor shall be evaluated on the availability, variety and quality of the onsite dining facilities available to attendees during the period of performance and current menus options for the facilities. The vendor shall be evaluated on the quality of the proposed sample menu for the reception, lunches and snacks required throughout the event. The vendor shall be evaluated on the quality of the dining facilities and/or the proposed service through any online reviews found throughout the evaluation process. The vendor shall also be evaluated on their ability to accommodate dietary restrictions upon request. Price Vendors shall provide the services in a price-effective manner and demonstrate value in their quote. Price reasonableness will be determined in accordance with competition. Vendors are encouraged to consider providing rate discounts.� Pricing shall be inclusive of any fees and be fully loaded. Audio/Visual equipment and shuttle service pricing shall not be included.
