Description
In accordance with Federal Acquisition Regulation 13.160-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE The US Environmental Protection Agency (EPA), Office of Research and Development, Natural Systems Characterization Branch (RSCB) located in Research Triangle Park, NC 27711, has a requirement for the following new equipment items: Pandora 1S Spectrometer System; standard configuration (field enclosure) with spectral range from 280nm to 530nmPandora Tracker Camera; real time interface and control of Pandora tracker to enable mobile platform operations. Mounts to Pandora head sensor, interface software included in operations software. SciGlob Instruments and Services, LLC (SciGlob) of 9881 Broken land Pkwy Ste 100, Columbia, Maryland USA is the sole manufacturer of Pandora spectrometer system related hardware, including but not limited to the Pandora 1S Spectrometer. Exclusive rights, licensing, and proprietary information related to the aforementioned product is held by SciGlob and as such, there are no authorized resellers or distributors in the United States of America. EPA ORD, in cooperation with NASA, has developed a air quality remote sensing system based on Pandora spectrometers. This system has been deployed nationwide to federal and state air quality monitoring sites as part of the PAMS program, More EPA and state organizations have expressed interest in expanding their air quality monitoring capability, necessitating the procurement of more Pandora instruments. SciGlob of Maryland is the sole manufacturer of Pandora spectrometers. EPA has developed QAPP and SOPs for these Pandora spectrometers. Development of a new remote sensing system based on instruments from difference manufacturers would present an undue burden by requiring significant time and monetary resources to be spent on redesigning the EPA�s data processing code and require significant Quality Assurance Project Plan revisions. The North American Industrial Classification System (NAICS) code for this effort is 336514 and the business size standard is 500 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 3:00 PM ED on November 25, 2022. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractros will be answered by Compusearch.
