Description
The Department of Veterans Affairs, Network Contracting Office 16 located in Alexandria, LA intends to negotiate a firm fixed price contract to GE Healthcare, 1701 Military Trail Suite 150, Juniper, FL 33458 for repair services for the GE Healthcare Discovery NM/CT 670, Serial Number is DDRX34049 for Central Arkansas VA Healthcare System. Repair services to include replacement of CT Tube and HV cable (new parts only) for the Discovery NM/CT 670 along with additional troubleshooting to ensure the equipment is operable. See attached Statement of Work for additional service requirements. This procurement is being conducted in accordance with FAR 13.106-1 (b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 811210- Electronic and Precision Equipment Repair and Maintenance. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than November 21, 2022, at 3:00 PM CST. Forward responses by e-mail to arlene.blade@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 16 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed repair of the equipment such that OEM warranty and service are provided and maintained by the OEM. Please provide documentation of authorization. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for Emergency Service on Station for GE Healthcare Discovery NM/CT 670 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contract Specialist, Arlene A. Blade, arlene.blade@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. ***Please reference the attached Statement of Work for more details pertaining to the nature of the work to be performed.*** This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s) Draft Statement of Work Title: Emergency Service on Station for GE Healthcare Discovery NM/CT 670 Scope: Contractor shall provide a new x-ray and HV cable for the Discovery NM/CT 670 with the serial number DDRX34049. Its MX number is 1789197. Contractor shall also provide the labor to install the components. A preventive maintenance procedure shall be performed to ensure the proper functionality of this device and any additional necessary troubleshooting shall be done. Place of Performance: Central Arkansas VA Healthcare System 4300 W. 7th St, Little Rock, AR 72205 Background: The Discovery NM/CT 670 is not functional. Its X-ray tube and HV cable need to be replaced to bring it operating order. This procurement is considered an emergency. There is no current workaround for this system. Several cases have been cancelled since this device became non-operational. Performance period: Emergency repairs require as soon as possible services Type of Contract: Services Contract for Repair Contractors shall be able to provide: New OEM replacement parts Labor provided by OEM trained and certified technician with expertise on the GE Healthcare Discovery NM/CT 670 and Innova 3100-IQ Warranty on repair and parts
