Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with H.A.S. Images, Inc., for inventorying, packing and labelling of Government aerial photography rolls stored at the H.A.S. Images, Inc. secure temperature-controlled storage facility for archival at National Archives and Record Administration (NARA) and Federal Records Center (FRC). The North American Industry Classification Code (NAICS) for this acquisition is 541922, Photographers-Specializing in Aerial Photography, with a business size standard of $8 million. The entire holdings of NGS aerial photography film rolls are currently located at H.A.S. Images, Inc. ��H.A.S. Images, Inc. has a secure privately-owned facility with environmentally-controlled space for storing exposed aerial film. As all of the film that is to be packed, inventoried and cataloged for follow-on shipment to NARA and FRC is currently in this privately-owned business, H.A.S. Images, Inc. is uniquely positioned to provide this service.� As the sole custodian of this Government film, the exclusive use of H.A.S. Images, Inc. personnel will minimize damage to the older, extremely fragile film during handling/packing.� This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to robin.souza @noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
