- Q&A RE SOLICATION # 36C25623Q0043 What type of freight is required for movement (hazardous, requires refrigeration, etc.)? Soiled and cleaned linen inside linen cart. How often will transport be required (daily, weekly, or when called upon)? Daily, weekly, and when called upon. Transport clean linen to AVHCS in Pineville, LA. On Mondays, Wednesdays, and Fridays. Transport clean linen to G.V. Sonny Montgomery in Jackson, MS. 5 days per week Monday through Friday. How much equipment requires movement (in size and or tonnage) per move? AVHCS- maximum of 33 carts of linen, estimated weight is 15,000 pounds per trip. G.V. Sonny Montgomery- maximum of 13 carts of linen, estimated weight is 8,000 pounds per trip. 4. What time delivery restriction might be imposed on the transport (designated transport, no other pickups, or deliveries alone the way)? If vehicle is down due to mechanical failure, the contractor shall have replacement vehicle in place to resume operations within 4 hours of occurrence. 5. Is there a disclosed price range for the contracted services that can be shared? N/A 6. what is being transported? Soiled and cleaned linen inside linen cart. 7. Are there forms to fill out to place the required bid? Yes, see solicitation # 36C25623Q0043 8. Will the contractor deliver to Jackson, MS and how often? Yes, 5 days per week Monday through Friday. What is the standard of size for trucks or trailer? 26-foot box truck with lift gate for Jackson, MS. 9. Will the contractor use tractor trailers or box truck on this contract. Box truck will be utilized for transport to and from Jackson, MS. Tractor trailers will be used for transport to and from AVHCS in Pineville, LA. 10. How often can Linen facilities have break down for machine services. Unknown 11. Who is the current contractor. N/A 12. My firm is the SDVOSB, if we hire a subcontractor and put the name of that firm in the contract technical statement. Do you need those firms DOT, MC, Insurance, and a subcontractor agreement submitted with the response to the solicitation? This requirement cannot be subcontracted as this is a 100% set-aside. 13. Are SDVOSB allowed to subcontract in this opportunity? No, this is 100% SDVOSB. 14. Will a firm have access to drop a trailer at the Biloxi facility a day or so before the contract starts to prevent delays or congestion at the dock on the first Monday starting the contract? Yes 15. In the Scope of Work, Page 19 #1; how often would you say this happened in the last two years, In instances when the laundry facility is temporarily closed the Contractor shall be required to transport linen to an alternate location within a 100-mile radius of GCVHCS. ? None 16.Are items 0003,1003,2003,3003 and 4003, loading and Uploading costs page 22 eliminated in the performance work statement, by page 19, Item #4 which indicates, Environmental Management Service staff (EMS) government personnel working at GCVHCS will load soiled and clean linen, as required, on contractor provided trailer to be transported to receiving site. The Government personnel will secure the bins once loaded inside the trailers. Loading and uploading costs are not eliminated. Loading and uploading will be completed by Transport Contractor at G.V. Sonny Montgomery in Jackson, MS., due to government personnel unavailable. 17.Under the performance work statement In Trailer Cleaning, Page 20 #11, The Contractor is required to provide four trailers; two trailers will be housed at each site. One trailer will be in transit, and one will be housed at each facility site for storing linens only. Trailers will be stored in a secured location. This is contradicted on page 20 #15 in vehicles where it indicates, The Contractor shall furnish a semi-tractor with two (2) weatherproof enclosed trailers of sufficient capacity to provide required services as previously stated. Is the request for two tractors and four trailers or one tractor and two trailers? The request is for 2 tractors with 2 trailers and 2 box trucks with liftgates. 18. In the PWS on Page 20 Para 13 Linen Carts, are the dimensions the correct size? The PWS says the carts are 281/4 wide by 541/4"" long. That is roughly 23.4 ft wide by 44ft long. The linen carts are 28 1/4 inches wide by 54 1/4 inches long. 19. The vendor/contractor will coordinate the daily pick up and drop off schedule with the respected facility, correct? Yes 20. When are the trip reports expected to be returned to the COR, weekly, monthly, quarterly, yearly or a combination? Monthly 21. Is transportation from Biloxi, MS to Alexandria, VA? It is from Biloxi, MS., to Pineville, LA. (AVHCS Alexandria Veterans Health Care System) 22. What type of goods will be transported? Soiled and cleaned linen inside linen cart. 23. What is the anticipated release date of the solicitation? Solicitation has already been issued under 36C25623Q0043.
