Description
THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(e) AND FAR 52.215-3, which states: RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response.�FEMA IS SEEKING RESPONSES FROM ACTIVE 8(a) VENDORS AT THIS TIME.� The purpose of this RFI is to determine if there is capability available to provide the services required to assist FEMA in the execution of its mission. THE CBRN OFFICE IS TENTATIVELY PLANNING TO HOLD A DEMONSTRATION OF CAPABILITIES OF THE RESPONDER SYSTEM AT A FUTURE DATE.� 8(A) VENDORS THAT ARE INTERESTED SHOULD RESPOND VIA EMAIL TO THE POC The Federal Emergency Management Agency (FEMA) seeks capabilities statements related to the CBRNResponder requirement. Specific areas of focus of work through this effort include: substantial and recent experience with Georedundant Browser-based, server-side and client-side .NET applications, mobile application development and maintenance, device agnostic, automatically scaling, georedundant Microsoft Azure Hosting environment, Platform as a Service (PaaS) (i.e. MS Azure App Services, MS Azure App Gateway, MS Azure Traffic Manager, MS Azure Storage (Blob and Table)), Software as a Service (SaaS) (i.e. SendGrid provides e-mail for blast communications, Microsoft (MS) Bing provides mapping and geo-coordinates, Twilio for providing phone and SMS messaging), large geo-redundant databases, database backup and recovery, and SQL query optimization and indexing. Significant and recent experience as the lead contractor in the development and maintenance of software applications which collect, manage and share chemical, biological, radiological and nuclear data as well as operational data and critical information for situational awareness. The Offeror should demonstrate the ability to track critical CBRN detection equipment, its maintenance schedule and history, and all necessary meta-data to ensure data quality, create and manage facilities to enable data to be collected and associated with those facilities, ability to upload and parse ANSI Standard N42.42 files to render radiological isotopes detected, exposure rates and spectroscopic channel data. The Offeror must have significant and recent experience as the lead contractor in developing dashboards to compliment the user experience when managing the organization and events, experience developing Bing Maps compatible GIS mapping utilities, developing native mobile and Windows applications as a suite of applications which complement the web-based application.� to compliment the user experience when managing the organization and events, developing, maintaining and versioning system integrations to facilitate the transfer of data among various applications, at a minimum must have significant and recent experience as the lead contractor with automated and manual software testing, must have significant and recent experience as the lead contractor maintaining an application with a nationally distributed user base with over 1800 federal, state, local, territorial, tribal, and private sector organizations and 9,000 users, as a lead contractor have experience in maintaining� the CBRNResponder Network, have� operational and CBRN domain experience, have significant and recent experience as lead contractor in designing and developing curriculum and training environments for users and stakeholders, should have experience supporting the technical planning, scenario development and the ability to evaluate the use of CBRNResponder during these exercises, have recent experience supporting planning and execution for national-level, regional and local CBRN response exercises on the use of software applications, have established relationships and experience presenting at key CBRN conferences, must have trainers experienced in both the technology they are training as well as the CBRN domain awareness to be able to effectively communicate and train participants, have the capacity to provide support using full-time (non-contractor) employees, have significant and recent experience providing program management and consultative support to federal clients within the CBRN domain, have significant and recent experience monitoring the health of programs in support of federal clients in the CBRN domain, and have significant and recent experience in the authorization to operate (ATO) process. Response: Only electronic submissions will be accepted. All emails should include in the subject line the RFI number XXXXXXXXXXXXX and the submitting organization�s name. All documentation shall become the property of the Government. Each electronic submission shall include: 1. Provide current business name and address, business size and classification Unique Entity ID (UEI ) Number, Cage Code, Web Page Address. 2. Provide NAICS Code under which services would be provided. 3. Provide a Summary Statement/Synopsis/Vendor Capabilities Statement (no more than 4 pages Times New Roman 12 Font) of the services that the vendor offers as related to the scope of this RFI, including geographic regions that the vendor can service, as well as other related capabilities that may be of value to the Government. 4. List any contracts the vendor currently has or has had with the Federal Government to provide services related to the scope of this RFI. INCLUDE ACTIVE CONTRACTS THAT THE SERVICES ARE AVALIABLE UNDER (GSA STARS III, ETC) 5. A Point of Contact (POC), phone number, and email address of the person to be contacted regarding any correspondence between the Government and the Vendor.
