Description
This is a sources sought notice only. This is NOT a request for quotes or proposals. NO contract/award will be awarded as a result of this sources sought notice. The purpose of this sources sought is to conduct market research to determine potential sources and determine acquisiton method. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining acquistion method. The Government will not be responsible for any costs incurred by responding to this notice. Interested Contractors shall provide the following information to Kim Yen Tu at kimyen.n.tu@usda.gov: Company name and POC� SAM registration information Indicate whether you are large business or a small business� statement of capabilities that clearly outlines your previous/current experience and understanding of ISO 17025 Accreditation. DETAILS The National Wildlife Research Center (NWRC), part of the United States Department of Agriculture Animal and Plant Health Inspection Service, was directed to form the Wildlife Disease Diagnostic Laboratory (WDDL). This laboratory will specialize in providing and developing enhanced diagnostic capacity to detect and characterize pathogens associated with wildlife, particularly those microorganisms found at the interface of agricultural and human health. To ensure the highest possibility quality of operational standards, data quality, data reporting, and laboratory management, WDDL seeks to comply with, and be accredited under, internationally recognized standards for laboratory best practices. The 'gold standard' for affirming the competence of microbial diagnostic testing laboratories is the International Organization for Standardization (ISO) 17025:2017 standard. As such, WDDL is seeking to identify a consultant to assist with the full development and implementation of a quality management system to be in conformance with ISO 17025:2017. The scope and objective of the required services are as follows: A. The consultant will assist WDDL in defining, developing, and documenting a full laboratory management system that is conformance with ISO 17025:2017. In addition, the consultant will work with WDDL to optimize the management system to ensure ease of use and maintenance, all the while ensuring best practices are followed. B. The consultant will assist in writing of all laboratory management system documents to fulfill the requirements of ISO 17025:2017. WDDL will prepare and write the standard operating procedures of all laboratory testing methods. C. The consultant will review all ISO 17025:2017 process and documentation developed prior to WDDL seeking accreditation with a certified ISO 17025:2017 accrediting body. D. The consultant will guarantee the laboratory management system they propose and develop will fully satisfy all requirements of ISO 17025:2017.
