Amendment 0002: Is to answer a question from Industry: Question 1: Is the USG expecting industry (competitive) to bid the AMP FY24-29 Multiyear RFP without the full TDP? �or, does the USG intend to synchronize the release of the RFP, so the full TDP is part of the RFP?� Answer 1: This sources sought notice (Market Survey) is for informational purposes only, and does not obligate the Government to issue a solicitation. The final acquisition strategy has not been finalized. (End Amendment 0002) Amendment 0001: Is to answer a question from Industry: Question 1: Would you be willing to entertain a submission from foreign countries? Company in Norway has a long partnership with the US military and is capable of doing this work but will need to request access to the TDP. Is this possible? Answer 1:� Documents are marked Distribution D:� Distribution authorized to the Department of Defense and U.S. DOD Contractors Only.� In addition, documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. APP. 2401 ET SEQ.�� (End Amendment 0001) DESCRIPTION: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources for the production of the 120mm Advanced Multi-Purpose (AMP) M1147, High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridges to fulfill FY24-FY29 requirements.� The AMP M1147 HEMP-T is the next-generation tactical High Explosive (HE) cartridge fired from an M256 120mm Smooth Bore Cannon mounted on the Abrams Main Battle Tank.� The round provides the Warfighter with capabilities to defeat Anti-Tank Guided Missile (ATGM) teams at extended range, dismounted massed infantry, bunkers, double reinforced concrete walls, tanks, light armor, and obstacles. Additionally, the AMP M1147 consolidates the capabilities of four existing 120mm munitions, resulting in a reduced logistical burden while also allowing the Warfighter to battle carry a single munition for multiple engagement scenarios. SPECIFICATIONS:�� The AMP M1147 Cartridge will be procured to a Technical Data Package (TDP) marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only.� The TDP (Cartridge, 120mm, HEMP-T, M1147, 13069011), excluding the fuze design, can be provided upon request and PCO approval.�� Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specifications (See https://www.dla.mil/Logistics-Operations/Services/JCP/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately.� In addition to the DD Form 2345, Offerors are required to submit an AMSTA-AR 1350 - Technical Data Request Questionnaire and a Non-Disclosure and Non-Use Agreement (included as attachments to this Market Survey) prior to the PCO releasing any data.� Offerors who received the technical data will be required to return or destroy the data provided upon Government request. PLANNED ACQUISITION:� A five year, Firm Fixed-Price (FFP) production contract is contemplated for this acquisition.
