- The Department of Interior (DOI), United States Geological Survey (USGS) EROS Science Center has a requirement for the Complete Library of ASTM Standards Subscription on the Compass platform. Requirements: Access to the Complete Library of ASTM Standards database on the Compass platform will be bureau-wide, 24/7, with an unlimited number of concurrent users. Users will be accessing the product remotely via the Internet. A subscription to Complete Library of ASTM Standards comes with the following: -24/7 Simultaneous desktop access -Updates to any of the standards in your collection, at no additional charge. (About 40% of our standards update annually) -Ability to annotate standards -Add text, pictures, attachments, etc. -Ability to create working groups, and share annotated standards among these groups, with no impact on the actual standard if someone else were to go in and access. Everything is performed within each user's profile. -Ability to set product alerts and bookmark standards -View historical, withdrawn and redline versions of the standards Desktop access must be available to the approximately 1,100 USGS users located in offices throughout the United States and for those employees working remotely. Access should extend to walk-in users, traffic is minimal, of the three physical library locations: Reston, VA; Denver, CO; and Menlo Park, CA. The USGS is aware of no other source that can provide the above software. Therefore, it intends to make an award to American Society for Testing Materials (ASTM) unless it is contacted by any vendor who believes they can provide the same supplies. Vendors are invited to contact the Contracting Officer, Nicole Demby (ndemby@usgs.gov) no later than 12:00PM EST, Wednesday, December 7, 2022, with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: ASTM International, founded as the American Society for Testing and Materials, is a nonprofit organization that develops and publishes approximately 12,000 technical standards, covering the procedures for testing and classification of materials. Standards are developed within committees, and new committees are formed as needed. The Complete Library of ASTM Standards on the Compass platform is a proprietary product of ASTM International and there are no other third-party sellers of the content. The proposed action may be awarded without full and open competition under 43 U.S.C. 253(c)(1) as implemented in FAR 13.106-1 The Complete Library of ASTM Standards on the Compass platform is a proprietary product of ASTM International and there is no other third-party seller of the content. Standards from ASTM are available both individually, directly through the ANSI webstore, and as part of a Standards Subscription. ASTM Compass allows viewing of their 12,800+ standards, 1,500+ books, 47,000+ articles and papers and includes version comparison for easy identification of recent updates, plus content from AASHTO, AATCC, ACI, API, AWS, ISO, and UOP using a single interface. It is the only source for standards established by the organization available in a searchable electronic format. Market research included web searching, reviewing alternative databases, and direct vendor communication. This research did not identify any additional sources for the services we are requesting. ASTM standards are not available through any third-party resellers among whom competition can be obtained. Future needs for same/similar items will undergo market research and be competed to the maximum extent practical.
