- This is a Synopsis Notification action. The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY intends to negotiate on a sole source basis, under the authority of the Federal Acquisition Regulation (FAR), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, with Tech Tactical, LLC, 2014 Edgewater DR, #115, Orlando, FL 32804 to procure CEMA HEAVY TRANSCEIVER 9XCRV Software Defined Radio transceiver that can wideband receive and transmit RF waveforms.�The receiver and transmitter must have a tuning range from 50 MHz to 6 GHz with an�instantaneous bandwidth of 30 MHz. The Analog-to-digital converter must be 12 or 16 bits: 8 bit ADCs do not�provide enough resolution. The emitter portion must have an amplifier with a max output of 50W EIRP. The�amplifier must cover the VHF/lower-UHF range up to 500 MHz. The transceiver must have an antenna that�matches the range of the amplifier and rated to at least 50W. The transceiver will be tested on a live-fire range�with the expectation that the antenna and antenna cabling system will be destroyed by artillery rounds during�testing. The antenna and antenna cabling system must be inexpensive compared to the rest of the system and modular/easy to replace.�This notice is being published in accordance with FAR 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Government wide Point of Entry.� It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated North American Industry Classification System (NAICS) Code is 334220� with the associated size standard of 1250. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement.
