- N0016423CB001 � SOLE SOURCE � BUSINESS OPERATIONS SUPPORT SERVICES � PSC R710 � NAICS 541330 Issue Date: 22 November 2022 � Closing Date: 07 December 2022 � �2:00EST Naval Surface Warfare Center, Crane Division (NSWC-CR), has a requirement for non-personal professional, technical, and management support services in the areas of strategy and planning, research and analysis, program/project analyst support, financial management, communications/public relations, graphics and publications, property management, materials/supplies support, administrative, and management support services for the NSWC-CR Corporate Operations Department, Comptroller Department, and their customers. NSWC-CR intends to award a Cost-Plus-Fixed-Fee (CPFF) bridge contract for a maximum 160 day period of performance with Peerless Technologies Corporation, Building 2, 14359 Schoenberger Rd, Suite D1, Odon, IN 47562. An unsuccessful Offeror submitted a protest of the follow-on contract award to the United States Government Accountability Office (GAO) in November 2022.� The protest will not be resolved in time to allow for an adequate transition period prior to expiration of the existing NSWC-CR contract on December 31, 2022 (N0016417F3004). �NSWC-CR requires that these critical NSWC-CR support services continue during the time period December 31, 2022 (when the current contract expires) through the time the follow-on contract is fully transitioned. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source, Peerless Technologies Corporation, under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in business operations support services. Peerless Technologies Corporation is the only vendor capable of continuing to provide the Navy uninterrupted business operations support services. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
