Description
The Medical Readiness Health Contracting Office � East (MRCO-E), intends to solicit, negotiate and award a firm fixed, contract for Womack Army Medical Center (WAMC), Ft Bragg, North Carolina. The requirement for Emergency Transport Services. This requirement is set aside 100% for small businesses. This is a non-personal service contract to provide Ambulance Transport Services at Fort Bragg, North Carolina. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government in accordance with all terms and conditions in the contract. Except as otherwise limited herein, the Contractor may use or disclose Protected Health Information on behalf of the Government for treatment, payment, or healthcare operations purposes, in accordance with the specific use and disclosure provisions. Such use or disclosure of Protected Health Information should not violate the HIPAA Privacy Rule, the HIPAA Security Rule, DoD 6025.18-R or DoD 8580.02-R. The Contractor shall provide personnel, materials, equipment, tools, insurance and incidentals, supervision and all necessary to perform Ambulance Services at Fort Bragg, NC. The Ambulance Services shall be available twenty four (24) hours daily, seven (7) days a week providing Basic Life Support (BLS) and or Advance Life Support (ALS) ambulance service on Fort Bragg and area of responsibility; routine transport to include from the Womack Army Medical Clinic (WAMC) to a local hospital in/and around the surrounding areas. It is anticipated that the patient population and requirement may increase over the next few fiscal years; the scope in terms of amount of EMS support accordingly may grow over the total period of performance. The Contractor services shall provide personnel who are competent, qualified and adequately trained to perform the assigned duties Emergency Medical Technician Paramedic (EMT-P) with fully operational Type III ambulance. The contractor shall submit EMT certification with proposal to the Contracting Officer of all personnel. For the purposes of this contract the term BLS is defined as follows:� Non-Emergency Ambulance Ground Transport service. BLS transport for basic patient care will include but not be limited to patients who have lower extremity fractures, patients transferred to sub-acute care facilities or who are discharged to home care, psychiatric patients and other non-emergency medical transportation. The personnel of BLS ambulances will be required to do procedures that include giving injections, administering medication, starting an IV or any necessary medical process, transport of medically restrained patients, etc.; no advanced procedures of any type are permitted. ALS is defined as follows: the advanced life support shall have a paramedic on board, along with an Emergency Medical Technician.� The ambulance shall be equipped with airway support equipment, cardiac life support, cardiac monitors as well as glucose-testing devices.� The patients in an ALS ambulance require a higher level of medical monitoring and include patients such as those who need continuous IV drips, those requiring ventilatory support, transport of medically restrained patients, and those who require cardiac monitoring. The expected Period of Performance is: Base Period:����� �30 March 2023 through 29 March 2023 Option Year 1:� �30 March 2024 through 29 March 2024 Option Year 2:�� 30 March 2025 through 29 March 2025 Option Year 3:�� 30 March 2026 through 29 March 2026 This is not a request for quote, and no telephonic request will be honored. The solicitation will be posted on SAM.gov website. The requirement will be using NAICS Code 621910 Ambulance Services.� All offerors are cautioned that if selected for award, they must be registered with the System for Award Management (SAM).� SAM can be accessed via the internet at www.sam.gov/.� Confirmation of SAM registration will be validated prior to awarding a contract.
