11/22/2022 Update: The purpose of this update is to answer additional industry questions, as follows: Question. Table 5, pg. 17 of the performance specification document indicates Govt Responsibility for testing and/or analysis for several Requirements, but the text in Section 4.2.2 in the following subsections indicates Contractor Responsibility for these requirements. Can you please clarify whether the tests and/or analysis for these requirements are the responsibility of the Govt or the Contractor? Answer. All first article tests should be the responsibility of the contractor and the government can repeat any if needed like the shock analysis. Question. Are the Operating Temperature Test Requirements (Section 4.2.2.2.3) for the window laminate or for the attachment flange laminate, or both? Answer. I believe the operating temperature test requirements only apply to the 36 X 36� panel representative of the acoustic aperture.� The sub-element test panel which has the edge band and bolt holes is only used for the fatigue loading test. 11/18/2022 Update: The purpose of this update is to upload solicitation amendment 0001 as an attachment and to answer the following industry questions: Question.�Is there a proposal template with format and content for our response, in addition to the requirements included in the Solicitation document, starting on Page 95, INSTRUCTIONS TO OFFERORS? Answer. There is no proposal template. Question. Is PRO 20 Molding Certification required? Answer. PRO 20 Molding Certification is not required�for the HFSA Windows. Question. Table 5, pg. 17 of the performance spec indicates Govt Responsibility for Shock Testing and Analysis, but the text in Section 4.2.2.3.2 and 4.2.2.3.3 indicates Contractor Responsibility. If the Contractor is responsible for shock qualification, by analysis or testing, as indicated in Sections 4.2.2.3.2 and 4.2.2.3.3, and not as indicated in Table 5, we would propose shock qualification by analysis only. Is this acceptable? Answer. Yes, this is acceptable. Question. We would like to receive more information on the condition of the GFE molds to be provided, including photos and quality inspection data, if available, to ensure tooling quality and that no rework is required. Answer. No, we do not have this information to provide. Question. Are the government documents and drawings listed on Page 2 of the Performance Specification document available? Answer. The NAVSEA drawings are available and are uploaded as attachments to this notice.� The other government documents will not be provided. Question.�In the RFP, Section F (p. 37) Clause 52.211-8 Time of Delivery. The RFP allows the submittal of a proposed delivery schedule that does not clearly fall within the applicable required delivery period specified as long as justification is submitted. However, it is unclear whether proposing a delivery schedule outside of the required delivery period is part of the evaluation criteria for award. It is not listed in the ""Pass-Fail Requirements"" nor specifically in the Evaluation Factors for Award. Request clarification. What is the impact of proposing and providing justification for a delivery schedule outside of the required specified delivery period? Answer. The RFP has now been amended, adding Delivery Schedule as a Pass/Fail Requirement. Question.�In the RFP, Section I (pp. 51-52). Request confirmation that since this solicitation is full and open competition, certified cost or pricing data is not required and that FAR 52.215-13 Subcontractor Certified Cost or Pricing Data � Modifications (Oct 2021) and FAR 52.215-21 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data (Nov 2021) are not applicable. Answer.�Certified cost or pricing data is not required for this solicitation. �FAR 52.215-13 'Subcontractor Certified Cost or Pricing Data - Modifications (Deviation 2022-O0001) (Oct 2021)' and FAR 52.215-21 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data--Modifications (Nov 2021) refer to future contract modifications, if necessary. Question. In the RFP, Section L, paragraph 4.0 (p. 101). �The requirements for the Price volume (Volume 5) only includes filling in the completed solicitation for CLIN 0001 (unit price and amount), and the pricing tables for CLINs 0002-0007 in Section B. Request confirmation that no additional cost or pricing information is required in response to this solicitation. Answer.�No additional cost or pricing information is required in response to this solicitation, other than filling in the unit price and amount for CLIN 0001 and the pricing tables for CLINs 0002-0007. Question.�Offers to this solicitation are due on December 6, 2022. The response time period from the solicitation posting on November 2nd includes the Thanksgiving holiday week. �Based on the number of personnel out of the office during that week, the significant effort required in drafting and reviewing the Technical Capability volume, and slower than expected responses in receiving quotations from potential material suppliers, we request a two week extension on the proposal due date. Answer. Proposal due date extended by two weeks. ***************************************************************************************************************************************************** Solicitation N6660423R0026 is released and is attached as part of this notice.� The Naval Undersea Warfare Center Division Newport, RI has a requirement for build-to-performance High Frequency Sail Array (HFSA) Sonar Windows and associated build-to-print test panels, as specified in the attached solicitation. Award of a single, Firm Fixed Price (FFP), five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for the HFSA Sonar Windows that meet the performance requirements of the HFSA Sonar Window Performance Specification is anticipated.
