Description
The Department of Veterans Affairs, Richard L. Roudebush VA Medical Center VISN 10, 1481 West 10th Street, Indianapolis, IN 46202, in accordance with FAR 13.106-1(b), intends to request quotation on a sole source basis with University of Michigan for the provision of follow-on project support for the following projects: 1) Cognitive-Behavioral Therapy for Chronic Pain: do Modifications Affect Veterans or implementation (CBT-CP MAVEN), led by Dr. Alan McGuire; 2) Conceptualizing Early Health Services Navigation Among Veteran Households Separating from Military Service (SWIFT) led by Dr. Nicholas Rattray; 3) From Military to Community Life: Reintegrating Veterans with Invisible Injuries, led by Dr. Nicholas Rattray; and 4) Telemedicine based Cognitive Therapy for Migraine (TENACITY) and EXTEND QUERI, led by Dr. Teresa Damush. These services have been provided to this juncture by Dr. Mindy Flanagan. Dr. Flanagan has been included in all necessary Institutional Review Board (IRB), Research and Development (R&D), and other approvals as applicable, and has contributed to both qualitative and quantitative data research methods design and analysis services to the projects. Periods of performance are estimated as follows: Base Period 12/20/2022-12/19/2023 Option Year 1: 12/20/2023 12/19/2024 HEALTH CARE RESOURCES (HCR) CONTRACTING BUYING TITLE 38 U.S.C. 81531.PURPOSE. This Department of Veterans Affairs (VA) Directive 1663 implements the VA HCR sharing authority under Title 38 U.S.C. Sections 8151-8153. This Directive pertains to the acquisition of HCR consisting of hospital care and medical services as defined in 38 U.S.C. 1701. VA may enter into non-competitive contracts with affiliated educational institutions (as defined in 38 U.S.C. 7302) and their related health care entities or other related health care entities to include blood banks, organ banks, and research centers to acquire hospital care and medical services as well as the use of medical equipment, space, or research. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 pm EST on Friday December 2, 2022. No telephone inquiries will be accepted. All responses must be sent by email to kevin.adkins@va.gov
