- Y- CONSTRUCTION ALTERATION AND REPAIR MATOC IDIQ INDUSTRY DAY The US Department of the Interior (DOI), National Park Service (NPS), National Capital Region (NCR) Contracting Office, will be holding an industry day conference on Thursday, December 8th , 2022 at 10:00am EST with interested contractors in accordance with Federal Acquisition Regulation (FAR) 15.201 - Exchanges with Industry Before Receipt of Proposals. The purpose of this industry day conference is to discuss a proposed two-year (2) year (Base Year and One (1) Option Year) 49,000,000.00 NCR region wide Multiple Award IDIQ (MATOC) contract that is being contemplated for future construction acquisitions. In accordance with FAR 10.001(a)(2) Market Research and Subpart 19.5 - Small Business Total Set-Asides, Partial Set-Asides, and Reserves, it contemplated at this time that the potential future requirement will be set aside 100% Total Small Business. General Industry Day Description: The intent of industry day is for the NPS and potential vendors to collaborate on and improve industry understanding of future construction requirements for NCRs thirteen park units located in Virginia, West Virginia, Maryland, and the District of Columbia. This Industry Day is also being conducted to help the government better understand the current regional market and identify industry interest in and capabilities to provide various types of construction services. The NPS will be seeking feedback from industry on how to best combine various technical work aspects and the challenges contractors face working on multi-discipline government construction projects. The goal is to minimize potential risks to both contractor and government in relation to project schedule and overall cost. This announcement and conference will also allow the government to gage the level of interest contractors have in attending future site visits in the NCR for potential seed projects. Such visits allow prospective contractors an opportunity to view site conditions including structures and terrain and allows for feedback and input for the development of any potential future requirements. General Statement of Work: Contractors shall perform maintenance, repair, and construction services in support of the National Park Service - National Capital Region (NCR) Parks and units located in Virginia, West Virginia, Maryland, and the District of Columbia. Contractors shall provide all labor, materials, supplies, equipment, transportation, supervision, permits and ancillary services, and any other items necessary to deliver turnkey construction projects as defined in the base MATOC contract and subsequent Task Order Requests for Proposals. Projects may require either a single trade discipline, or multi-disciplined trades for all aspects of general construction, alteration, and repair and work. Common trades which may be needed include general and specialized carpentry, plumbing, electrical, general labor, general grading, mechanical, power equipment operations, heavy equipment, concrete work, asphalt and paving, roofing, painting, energy systems, renewable energy system, control systems, operation & maintenance work, remediation and abatement services, demolition services and/or any trades common to the construction and service industries for facilities, infrastructure, roads and site work. Potential Contract Type: The Government intends to use an IDIQ/MATOC type contract (found in FAR Subpart 16.5) to procure future construction, alteration, and repair services for the NCR. The IDIQ/MATOC contract is designed to provide the Government with a contract vehicle that allows for construction services to be ordered by the Government as needed and required but cannot be reasonably determined in advance. After base IDIQ/MATOC contracts are competitively solicited and awarded to offerors, follow on individual task orders/requests for proposals will then be solicited among the base IDIQ/MATOC contract awardees and individual task orders will then be awarded based on the competition requirements in accordance with FAR Part 16.505 Fair Opportunity. Potential Interested Contractors and Attendees: Potential contractors and companies considering acting as a prime contractor, with the technical expertise, qualified personnel, organizational capability, financial capacity, and previous experience in the fields of civil construction and new infrastructure, major and minor alterations and repairs, historic preservation are encouraged to participate and attend. Date and Location: Industry Day will be held on Thursday December 8, 2022, at 10 am at the NPS George Washington Parkway Maintenance Yard located at 2700 George Washington Mem Pkwy, Arlington, VA 22202. Due to space limitations, this conference is limited to 25 interested firms at this time, with a maximum of (3) representatives per firm. If additional space becomes available the government will consider allowing additional attendees. Firms that plan to attend will need to respond via email to the Contracting Specialist, Mr. Torben Ohlsson, torben_ohlsson@nps.gov by 11/25/2022 at 4PM Est. No phone calls please. There is no registration fee to attend. Additional Information: Industry Day is for informational purposes only IAW FAR 15.201. Industry Day does not constitute a formal solicitation for proposals or proposal abstracts, nor does Industry Day guarantee that any future solicitation will be released. Attendance is voluntary and is not required to propose on any potentially related agency announcements or potential solicitations on any discussed topic. In addition, the NPS will not provide reimbursement for any costs incurred to participate in Industry Day. Additional attachments may be posted to this to notification at the governments discretion at a later date and its the respondent and interested parties responsibility to check this notification for any additional announcements.
