W912HZ23R0001 PROCUREMENT TYPE:� Pre-solicitation TITLE:� Coastal and Hydraulics Laboratory (CHL) Support Services CLASSIFICATION CODE:� A � Research and Development NAICS CODE:� 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) PSC CODE: AH11 - Natural Resources And Environment R&D Services DESCRIPTION:� On or about 9 December 2022, this office will issue Request for Proposal (RFP) for non-personal services required by the Engineering Research and Development Center (ERDC) Coastal and Hydraulics Laboratory (CHL) located in Vicksburg, Mississippi. �The solicitation will close on or about 15 January 2023. This solicitation is set aside for 100% SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.� Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.� Contractors must ensure that the applicable NAICS code 541715 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management �SAM� database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities): Coastal and Hydraulics Laboratory Professional Support Services, Contractor performance may be required nationwide. This upcoming solicitation will be a single-phase Request for Proposal using trade-off source selection procedures under the Best-value continuum for a 5-year Indefinite Delivery-Indefinite Quantity (IDIQ) base contract awarded to one or more successful Offerors. This contract will consist of a five-year ordering period. The contract will include tasks for research and development (R&D) projects. The following task descriptions are broad and are intended to provide a general understanding of the nature of the R&D mission at ERDC. Each task order will provide more detailed descriptions of performance expectations and deliverables. Task order requirements will include: Physical Model Development, Scaled Modeling, Computer Aided Design of Models, Hydrodynamic/Hydrologic Models, Planning Based Models, Web Based Numerical Modeling, In Situ Data Collection and Field Support, USACE specified training involving numerical models and data collection, Ship Simulation, Predictive Systems and Machine Learning, Program Management Support and Technology Transfer, Data Fusion, and Wildfire Relevant Technologies and Support. The above project description is for information only. �Project scope of work is subject to change. SOLICITATION EVALUATION CRITERIA: Firms participating in the solicitation will submit technical requirements in accordance with Section L and Section M.� Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Technical Approach, Past Performance, and Management).� An adjectival method of evaluation will be used to evaluate all technical factors.� Price will be evaluated separately for reasonableness and realism.� A Best Value selection will be considered after reviewing price and technical factors.
