- Description
- This synopsis is prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice.� The proposed contract action is being processed on a sole source basis.� The North American Industrial Classification System (NAICS) code is 541715. �The Size Standard is 1,000 employees. The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) intends to award a five-year C-type production contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost only provisions on a sole source basis to L3Harris Technologies, Inc. for the continued development of the Improved Post Launch Communication System (IPLCS) for the MK48 Heavyweight Torpedo.� The contractor will design, develop, fabricate, test and qualify IPLCS hardware kits. The contractor will deliver a final Technical Data Package (TDP), Proof of Manufacture (POM) hardware, Low Rate Initial Production (LRIP) hardware, and consumables replenishment kits to support government in-water Engineering testing, Developmental Testing (DT) and Operational Testing (OT). The first phase of the IPLCS development was competitively awarded in March 2019 under a NUWCDIVNPT Undersea Technology Innovation Consortium (UTIC) Other Transaction Authority (OTA) order to L3Harris Technologies, number N666041890001-N666041998006. The proposed contract action is for supplies and services, for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.SC. 4022(f), as implemented by DFARS 206.001-70 Exception for prototype projects for follow-on production contracts. The estimated award date of the contract is August 2023.���� This synopsis is not a request for competitive proposals.� All responsible sources may submit a capability statement, which will be considered by the Government.� A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
