- Project Title:�Remedial Investigations (RI), Feasibility Studies (FS), Decision Documents (DD), Time Critical and Non-Time Critical Removal Actions (TCRA/NTCRA) for Aqueous Film Forming Foams (AFFF) or Per- and Polyfluoroalkyl Substances (PFAS) Impacted Sites at ARNG Installations NationwideRemedial Investigations (RI), Feasibility Studies (FS), Decision Documents (DD), Time Critical and Non-Time Critical Removal Actions (TCRA/NTCRA) for Aqueous Film Forming Foams (AFFF) or Per- and Polyfluoroalkyl Substances (PFAS) Impacted Sites at ARNG Installations Nationwide This procurement will be solicited as unrestricted full and open competition. Solicitation Number: W912DR22R0037 This solicitation is expected to be issued on or about 09 December 2022. The procurement will be a Single Award Task Order Contract (SATOC) for environmental services. The U.S. Army Corps of Engineers (USACE), Baltimore District, will be issuing a solicitation for�conducting Remedial Investigations (RI) and Feasibility Studies (FS) at Army National Guard (ARNG) facilities where aqueous film forming foam (AFFF) or other per- and polyfluoroalkyl substances (PFAS) releases have occurred. The activities conducted shall be performed in compliance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (40 Code of Federal Regulations (CFR) Part 300), and in compliance with United States Army Corps of Engineers (USACE) Requirements and Guidance for field investigations including specific requirements for sampling for PFAS.� Activities shall also comply with applicable Department of Defense (DoD), United States Army (Army), and ARNG regulations, policies and guidance. PFAS are a suite of �emerging chemicals of concern as defined by the Department of Defense Instruction (DoDI) 4715.18, Emerging Contaminants of Environmental Concern, effective 4 Sep 2019. This is due to the increasing regulatory interest, potential risk to human health and the environment, and evolving regulatory standards related to these chemicals. Preparation of Time Critical Removal Actions (TCRA) Decision Documents (DD) will be exercised during the associated RI/FS tasks, as needed.
