Description
The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to issue a delivery order under Basic Ordering Agreement N00019-19-G-0029 to Sikorsky Aircraft Corporation, A Lockheed Martin Company, 6900 Main St. Stratford, CT 06615-9129, on an other than full and open competitive basis, to implement the production installation of the radar altimeter (RADALT) horn antenna into the CH-53K aircraft. Sikorsky has been the sole designer, developer, manufacturer and producer/supplier of the CH-53K helicopter, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. �The authority permitting other than full and open competition is Title 10 USC 2304(c)(1), as implemented by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� Interested parties, however, may identify their interest and capability by responding to this requirement.� However, the Government will consider any capability statements received within fifteen days after date of publication of this synopsis.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Companies interested in subcontracting opportunities should contact Mr. Jason Lockwood, Sikorsky Supply Chain Manager jason.t.lockwood@lmco.com.
