REQUIREMENT This announcement constitutes the FAA�s request for quotes for the purchase of a quantity of 28 UPS supplies with factory installed pole-mounting brackets in support of Remote Video Surveillance Systems (RVSS) used by US Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). A stand-alone one-time purchase order is anticipated to be awarded to the lowest priced responsible offeror for the following items: P/N: OUTDOOR-XUPS-UPS-1500-3592 DESC: Wall-Mounted outdoor UPS system QTY: 28 Each MFG: TSI Power Corporation P/N: PM3 DESC: Factory-Installed Pole-Mounted Bracket QTY: 28 Each MFG: TSI Power Corporation This requirement is BRAND NAME MANDATORY. The FAA�s rational basis for this determination is to achieve standardization of host systems which provides for uniform configuration management and sustainment. Other similar items will not be considered for award. HOW TO RESPOND Offerors must complete the RFQ document (6973GH-23-Q-00028) attached to this announcement and submit via email no later than 1 December 2022 at 5PM (Central) to the following email address: Joshua.d.huckeby@faa.gov For the purpose of this announcement, completion of the RFQ document consists of addressing the following: - Offeror information (Page 1) - Pricing information completed (Pages 1 and 2) - All representations and certifications completed (Pages 5 through 16) NOTE: All items that require attention have been highlighted on the document for offerors� convenience. HOW YOU WILL BE EVALUATED Responses to this announcement will be evaluated for responsiveness and responsibility. For the purpose of this announcement, each are defined as follows: RESPONSIVENESS: Offeror submits a completed RFQ to the POC of this announcement not later than the closing date. Offers will be evaluated for completion of all required items on the RFQ form. Representations and certifications will be reviewed for completion and content. If such responses to these items pose significant risk to the FAA, the FAA reserves the right to determine the respective offeror ineligible and not further evaluate for award.� Offers received after the closing date of this announcement will be determined �late� and will not be evaluated for award. RESPONSIBILITY: Offerors will be evaluated to ensure they have an active registration in System for Award Management (SAM.gov) and possess no active exclusions therein. If SAM registration for the offeror does not exist, is expired, or includes active exclusions, the offeror will be determined ineligible for award and not further evaluated. The FAA reserves the right to further evaluate offerors if any significant award risks are apparent.� BASIS FOR AWARD This is a competitive award process for a Firm-Fixed-Price (FFP) purchase order. Offers received which include additional information that indicates exception is taken to the terms and conditions contained in the RFQ or are otherwise contingencies for either price, delivery schedule, or payment, are neither firm nor fixed, and therefore cannot be evaluated in a fair and equal competitive environment. Offerors that provide information that suggests their response is neither firm nor fixed may be determined ineligible and not evaluated for award. It is suggested that Offers complete the RFQ document as instructed and provide no additional information in their response that could be understood by the FAA to take exception to the terms and conditions stated in the RFQ.� The FAA intends to award a purchase order for these items to the lowest price offeror determined responsible. All responses to this RFQ market survey must be received by 5:00 p.m. Central Time (Oklahoma Time) on December 1st, 2022.
