- This is not a Request for Proposal (RFP).� Award of a contract will not be made as a result of this questionnaire and submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred. Please complete the attached ""Questionnaire for Industry,"" word document, and return via email to carly.beadle.civ@us.navy.mil no later than the response date and time identified on this notice (DO NOT INCLUDE any Classified, Controlled Unclassified, or Arms Export Controlled documents or information in your response).� Contractors are required to adhere to Operations Security (OPSEC) requirements as detailed in Section I of the Operations Security Guide for contractors available online at:� http://www.navsea.navy.mil/home/warfarecenters/nuwckeyport/resources.aspx.� (click on the OPSEC guide for defense contractors under the resources tab) Naval Undersea Warfare Center Division, Keyport (NUWC Keyport) is hereby requesting information and comments from industry in regards to the capabilities and interest of large and small business entities.� The intended use for the information is to identify parties having the resources and interest to compete for the contract.� This market survey shall in no way bind the Government to offer contracts to responding companies.� The Government anticipates award of a Firm Fixed Price (FFP) non-commercial supply contract awarded on a Lowest Price Technically Acceptable (LPTA) basis for delivery of First Articles and Production parts manufactured in accordance with NAVSEA drawings:� 8290052, Cable Assembly, BSS Squib 8290053, Cable Assembly, AFT 8290054, Cable Assembly, Forward 8290055, Cable Assembly, Feed Thru In addition, optional First Article and Production parts may be required in accordance with NAVSEA drawing: 8290717, Cable, Pressure Transducer (NOTE:� The NAVSEA documentation is Controlled Unclassified Information (CUI) and Arms Export Control Act controlled). The contract is anticipated to have a base and two (2) option quantities, a NAICS of 335931 (Current Carrying Wiring Device Manufacture), and a PSC of 6145 (Electrical Wire and Cable). The Government anticipates quantities as follows.� A First Article quantity of 3 for each part (i.e. 3 of 8290052; 3 of 8290053; 3 of 8290054; and 3 of 8290055), awarded production quantities of 148 for each part.� The Government may require the delivery of optional quantities of 15 for each part and additional optional quantities of 15 for each part up.� The total potential quantity of each part is 3 first articles and 179 production parts (i.e. 148 of 8290052, 8290053, 8290054, and 8290055 at award, 15 of each for the first optional quantity, and 15 of each for the second optional quantity).� In addition, optional First Articles (3) and Production quantities (148, 15, and 15) may be required. The Government anticipates a schedule as follows.� Three (3) First Articles for each part with delivery 72 days after contract award.� Forty-five (45) days are anticipated for Government First Article inspection and approval or disapproval.� Production deliveries are anticipated to be 90 days After First Article Test Acceptance or 90 days After an Option Exercise.� (Note:� The First Article and Production units are to be produced at the same facility and the Contractor will bear all risk if it chooses to procure production material prior to first article approval, FAR 52.209-3 Alt 1, First Article - Contractor Testing).� The Government anticipates option exercise as follows.� The Government may require the delivery of optional quantities of 15 for each part up to 12 months After First Article Test Acceptance, and additional optional quantities of 15 for each part up to 24 months After First Article Test Acceptance.� A quality management system that, as a minimum, adheres to the requirements of ASQ/ANSI/ISO 9001:2015 �Quality Management Systems � Requirements,� will be required. A current National Institute of Standards & Technology Special Publication (NIST SP) 800-171, Protecting Controlled Unclassified Information (CUI) in Non-Federal Systems & Organizations, DoD assessment (see DFARS 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements) will be required. The product specifications and drawings are classified as Controlled Unclassified Information (CUI) for authorized DoD and DoD contractors only.� The drawings and technical information are restricted by the Arms Export Control Act and are ONLY available to vendor�s/contractor�s appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP).� Vendor�s/Contractor�s Data Custodian�s that are not registered with DLIS JCP can obtain registration information at www.dla.mil/logistics-operations/services/jcp/ or by phone at 888-352-2255.� SPECIAL NOTICE: To view the specifications associated with this sources sought, you must request access via SAM. �This will send an automated email to the Contract Specialist/Purchasing Agent that you have requested to view the drawings. �To ensure that your request can be approved, you must submit a completed DD Form 2345 via email to the Contract Specialist/Purchasing Agent listed as the point of contact.� Note: Instructions for filling out a DD Form 2345 can be found here: �https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice. �Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. �This sources sought notice is for information planning purposes, the Government will not pay or otherwise reimburse respondents for information submitted, and it is not to be construed as a commitment by the Government. All documentation shall become the property of the Government. �The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice. �All firms responding to this sources sought notice are advised that their response is not a request to be considered for a contract award. �If a solicitation is issued, it will be announced later via the Government-wide point of entry and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. �Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation.
