- NFFP72102300432JRW ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Northwest Fisheries Science Center (NWFSC), Seattle, WA intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ALS Group USA, Corp. (dba ALS Environmental), for services of metals and butyltin analyses of fish tissues collected from the Duwamish River. ***The sole source determination is based on the Northwest Fisheries Science Center (NWFSC) required services that must generate data that is comparable to data sets previously delivered for butyltin analyses in fish tissues collected at the same Natural Resource Damage Assessment (NRDA) study site in the Duwamish River. Publications and presentations will contain results from multiple sets of fish tissue samples analyzed at different points in time. Therefore, a single laboratory must perform the analyses to ensure the same methods and protocols are employed, the same instruments are used, and the same quality assurance (QA) and quality control (QC) protocols are applied. Furthermore, adhering to chain of custody procedures and sample handling protocols is necessary throughout sample analysis in order to comply with the legal mandates of Natural Resource Damage Assessment (NRDA) studies. The selected vendor (ALS Environmental) has expertise in adhering to such chain of custody procedures. The overall goal of this NRDA study is to determine the extent of harm to fish from exposure to chemical pollution, and the continuity and consistency that comes from using the same laboratory to analyze separate data sets is critical to the strength of the legal case. Having another laboratory perform butyltin analyses on these samples would compromising the integrity of the overall scientific data set, and unnecessarily put at risk a complex, multi-million dollar legal case that is a priority for NOAA. This required service (i.e., butyltin analysis of fish tissues) is highly dependent on consistency and continuity with similar data previously analyzed by this vendor (ALS Environmental). Few accredited analytical laboratories perform butyltin analyses of fish tissues. ALS Environmental is uniquely positioned to provide this service within the constraints of a Natural Resource Damage Assessment study. Period of Performance is DOA through one year. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
