- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE AMIA Corporate Membership Subscription 36C77623Q0061 The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Health Informatics (OHI), requires a Health System Membership to the American Medical Informatics Association (AMIA) in support of the VA enterprise. This is an annual membership in which the period of performance is January 1, 2023 to December 31, 2023. The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to issue a sole source solicitation to American Medical Informatics Association (AMIA, 4720 Montgomery Lane, Suite 500, Bethesda, Maryland 20814. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is 20.5M This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before Wednesday December 7, 2022 at 10:00 a.m. Eastern Time to this procurement s contract specialist, Sandra Mruk at Sandra.Mruk@va.gov. Description of Service/Corporate Membership: The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Health Informatics (OHI), requires a corporate membership to the American Medical Informatics Association (AMIA). AMIA serves as the professional home for informaticians from a variety of disciplines. AMIA members advance the use of health information and communications technology in clinical care and clinical research, personal health management, public health and population health, and translational science with the ultimate objective of improving health. Through the Health Systems Membership, the VA will have the opportunity to collaborate across agencies in the traditional spheres of academia and research, but also in applied aspects of the healthcare informatics field. Health System Members may also be involved in AMIA's advocacy, strategy, and public policy initiatives. These activities are executed through various membership units with AMIA. Based on individual circumstances, VA members can be considered for one or more of the following member units: VA employees possessing an individual membership will gain exclusive entry to: Connect- to over 5,000 informaticians through topic-based communities, discussion forums, and the AMIA Member Directory. Learn- through peer-reviewed publications and education courses that keep VA employees up to date on the latest approaches to advance healthcare. Grow- by accessing volunteer and board-certification programs that develop professional skills. Lead- with opportunities to present research at one of AMIA s three annual conferences and gain recognition through awards and fellowships. The Academic Forum is dedicated to serving the needs of biomedical and health informatics training programs. The Academic Forum is comprised of informatics professionals responsible for the leadership and excellence of informatics training programs. Academic forum institutional benefits apply to our educational and research missions including: Development of educational materials Student discounts for students enrolled in our educational programs Services that pertain to maintenance of certification of educational programs The American College of Medical Informatics (ACMI) is a college of elected fellows who have made significant and sustained contributions to the field of biomedical informatics. Election to fellowship recognizes the contribution of individuals in the science and application of biomedical and health informatics. In addition to membership units, the Health System Membership enables VA to issue AMIA 10x10 certificates to VA staff for completing the VA sponsored Health Informatics Certificate Program. The VA 10x10 Course provides the VA with a graduate level health informatics survey course comparable to those offered at academic institutions. This benefit shall be available to any VA staff completing the program with no limitations on the number of certificates issued. Outside of the 10x10 course, the VA will gain access to 150 educational credits that can be used towards AMIA s vast digital, learning-on-demand programs. Period of Performance: 12 months with four (4) 12-month option years Type of Order: Firm Fixed Price (FFP) Scope of Work: The contractor shall provide AMIA Health System Membership to the Department of Veterans Affairs. The VA requires a total of three (3) Level 4-Health System Memberships. Each Level 4 Health System membership shall include: Individual role-based memberships with allocations to be used at the discretion of the government One Health System Council (HSC) Membership One Academic Forum Membership 10x10 Program Endorsement Opportunity for VA staff to be nominated as an ACMI fellow Access to training programs for staff Access to AMIA volunteer and leadership positions through the AMIA Board of Directors, 15 committees, and 23 working groups Staff Involvement in AMIA s advocacy, strategy, and public policy initiatives Full registration for two (2) meetings and symposia All VA employees will receive the membership rate for AMIA programs, meetings/symposia, and services, regardless of individual AMIA membership status All VA employees will receive access to the early bird rates for AMIA events that are applicable to the Health System Membership, regardless of individual AMIA membership status Dedicated AMIA representatives to service partnership throughout the contract period Access to the AMIA Membership Directory Access to the Health Systems Discussion Forum Recognition as a member of the HSC on the AMIA web site and materials used at AMIA meetings First consideration on partnership opportunities Access to HSC liaison to the AMIA Public Policy Committee Participation in Response Teams Deliverables: CLIN 0001: Individual role-based memberships Minimum base level of 488 role-based memberships for VA personnel serving in informatics roles Full memberships shall be effective January 1 through December 31 for any individual contract year Individual role-based memberships can be reassigned, at the discretion of the government, at any point during the year due to retirement, resignation, a change in role, or inactivity of the member Exclusive benefits for holders of individual memberships include: Online member-only community access to 23 working groups, discussion forums, communities of practice, and leadership groups Leadership development opportunities through committees, working groups, and task force appointments CME and CE credit opportunities through educational programs offered in-person, virtual, and on demand Expert speaker webinar access AMIA Knowledge Center: entry to over 5,000 documents of AMIA enduring content Subscription to JAMIA: AMIA s peer-reviewed scientific eJournal ePublications: AMIA e-news focused on developments in the informatics community; special announcements; Washington download featuring policy news and information Mentorship program: provides an opportunity to connect with experts in the field Access to achieve Fellows of AMIA (FAMIA) credentials Access to achieve Fellows of ACMI (FACMI) credentials Access to AMIA Member Directory CLIN 0002: Academic Forum (VA wide service) Appoint up to four representatives to the Academic Forum Gain exclusive access for representatives to join role-based specialized online community Participation in the Academic Forum in-person strategic planning business meetings Volunteer for leadership opportunities within the Academic Forum Executive Committee, connect communities, task forces, and other ad hoc committees Conference exhibition opportunities at the AMIA annual symposium CLIN 0003: AMIA Health System Membership- Level 4 The VA requires a total of three (3) AMIA Health System Memberships- Level 4 The benefits of each AMIA Health System Membership- Level 4 include: Membership and Seat on Health Systems Council (HPC) One hundred twenty-five (125) educational credit allotments to be redeemed towards four digital educational options Four (4) AMIA individual memberships Two (2) AMIA conference registrations, which may be redeemed for any of AMIA s in-person conferences Opportunity to Participate in Public Policy Rapid Response Teams Access to AMIA Membership Directory, including individual names, titles, institutional names, and other contact information Recognition as a Health System Member on AMIA s website and at conferences VA AMIA 10x10 endorsement titled VA Health Informatics Certificate Program available to all VA staff and select participants from the Department of Defense, US Coast Guard, and Indian Health Service. Information is available internally to Departments, but are also public facing on AMIA.org New promotional materials for VA to advertise the benefits of AMIA memberships CLIN 0004: Administration (Reporting and Evaluation) The contractor shall provide educational materials highlighting the resources available to members as part of their individual, role based, AMIA membership The contractor shall provide a quarterly usage report showing member engagement with membership resources The contractor shall validate membership quarterly to ensure that both the vendor and the VA are tracking the same membership activity The contractor shall provide an annual report outlining the benefits to VA with presentation to leadership, including a narrative session with recommendations to improve our VA use of AMIA services and opportunities Optional CLIN 0001: Educational Credits Option to purchase additional seventy-five (75) educational credit allotments. Up to four (4) options per year for a total of 300 education credit allotments. Optional CLIN 0002: Additional Individual role-based memberships The contractor shall provide additional role-based memberships, at the discretion of the government, for any individual contract year, or in individual units, when requested by VA, at the quoted unit price. Additional individual role-based memberships added on or after 6 months from the start of the performance period of any individual contract year, will be priced at no more than half of the quoted unit price. The services described herein address VA strategic goals, including enhanced employee engagement, and promote innovation and agile integration of technology into business operations. Exposure to leaders in the field of informatics and analytics enables rapid dissemination of best practices from internal and external sources and equips VA staff to utilize the latest technology, including cloud-based analytics, throughout VA and delivery networks to better serve Veterans.
