Description
Notice: This is a sole source acquisition from Ex Libris (USA), Inc, for Voyager Software and Maintenance Support to support the Library of Congress� Integrated Library System The Library of Congress (LoC) seeks to procure a renewal to their license and maintenance contract for the Voyager Integrated Library System (ILS) software for Library Services (LCSG). Voyager is fully integrated into the LoC ILS and is used to acquire materials for the Library�s collections; create descriptive (bibliographic) metadata and inventory data; manage patron data and circulate materials to patrons; and make information about the Library�s collections searchable on the Web via online public access catalogs (OPACs). Voyager is the intellectual property of Ex Libris (USA), Inc. �The renewal of the Library�s license and maintenance contract ensures that the Library has access to software that is supported by Ex Libris as required by the Library�s Information Security Directive.�� This is a requirement for a base plus two option years. The LoC intends to fulfill this requirement by issuing a sole source contract award to Ex Libris (USA) Inc, Des Plaines, IL.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 5:00 pm ET, December 19, 2022.� It must be emailed to the contracting officer at bmatsuoka@loc.gov.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, SAM Unique Entity Identifier (UEI), address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and; Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. See draft SOW below: � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �DRAFT STATEMENT OF WORK � � � � � � � � � � � � � � � � � � � � � � � � � � � � � VOYAGER ANNUAL MAINTENANCE � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �RQ LGD20230017 1.���������� OVERVIEW / BACKGROUND.� The Library of Congress (Library) requires contract support for the Voyager Integrated Library System (ILS) production software from Ex Libris (USA), Inc., which was implemented on August 16, 1999 and has its clients distributed on all LCSG workstations, as well as on selected workstations in Congressional Research Service (CRS) and Copyright.� The LC ILS is used to acquire materials for the Library�s collections; create descriptive (bibliographic) metadata and inventory data; to manage patron data and circulate materials to patrons; and to make information about the Library�s collections and its descriptive metadata available on the Web via the online public access catalogs (OPACs). The Library has six production Voyager databases: the main LC Database, which represents the collections of the Library; the Handbook of Latin American Studies; the Cataloging Distribution Service MARC products; the National Library Service for the Blind and Print Disabled; CRS�s collections; and the Copyright Office�s pre-registration records.� Taken together these databases contain more than 66 million records. The vendor enhances the Voyager software regularly to implement new functionality and ensure that it supports the operating system (Linux) and Oracle upgrades as well as current Internet technology such as browsers. 2.���������� SCOPE:� Annual license, maintenance and support for the Library�s production Voyager databases and additional testing and training databases.� This includes the right to use the Voyager software; 24 X 7 access to Ex Libris customer support; documentation for all versions of the software; upgrades to new versions of the software; ability to submit enhancement requests and problem (software bug) reports; access to the vendor�s database of incidents; and consultation on hardware and software configuration.� This is for production, test and staging instances of the Voyager software, clients, and one (1) instance of Media Scheduling module (an add-on).� � 3.���������� REQUIREMENTS: Annual license, maintenance and support for the Library�s production Voyager databases.� This shall include access to upgraded versions of the Voyager software.� 3.1�������� Voyager software & Media Scheduling Annual License and Maintenance Quantity:�� 1,500 simultaneous staff client users and 1,500 simultaneous OPAC (online public access catalog) sessions. 4.���������� CONTRACT PERFORMANCE 4.1.������� � SCHEDULE OF EVENTS/DELIVERABLES Base Year:� � � � � � � � � � � August 1, 2023 to July 31, 2024 Option Year 1:���������������� August 1, 2024 to July 31, 2025 Option Year 2:���������������� August 1, 2025 to July 31, 2026 5.���������� ADDITIONAL INFORMATION 5.1.������� PLACE OF PERFORMANCE.� The work to be performed under the contract will be performed remotely, via VPN and teleworking tools. 5.2.������� HOURS OF OPERATION.� The contractor is responsible for conducting business between the hours of 6:00AM and 6:00PM Mondays through Fridays.� The Library shall have access to Ex Libris trouble ticketing and emergency support 24 hours a day, 7-days a week.� 5.3.������� Government furnished property: none 6.���������� SPECIAL QUALIFICATIONS: none �(End of Performance Work Statement / Statement of Work)
