B.1 CONTINUATION PAGE: SF 1449 Block (8) Offer Due Date: 12/12/2022 at 09:00 a.m. Local Time Section B.1 (7) RFQ QUESTIONS: In order to maintain integrity of this solicitation and subsequent award date the period for questions has closed. The below is the Governments consolidated response via solicitation amendment to https://sam.gov Contract Opportunities to all parties. The period of performance (POP) start date will begin at a date to be determined in the first quarter of CY2023. Government Reponses to the questions submitted for solicitation 36C25223Q0080. Answers to each question are below in bold: Could you please expand on the final sentence in section P.4,5? For instance, if additional containers are requested or additional locations are added, will a modification be issued to cover contractor s cost increase? All additional containers and additional locations shall be approved by the Contracting Officer. A modification or a different procurement method shall be determined by the Contracting Officer. Price Schedule: this states that the quantities provided are estimates, and page 21, 3a states that if container quantities, services locations, or frequencies (date of document collection) change the contractor will be notified by written correspondence . Since these changes affect the scope of the award, will a modification be issued to address the corresponding pricing adjustments? Also, what is the historic frequency of such changes? All changes shall be approved by the Contracting Officer. A modification or a different procurement method shall be determined by the Contracting Officer. Period of Performance is listed as starting December 1, 2022. Will that be adjusted given that it is only a week after the bid closes? New Period of Performance Dates are as follows: Base Year: March 1, 2023 September 30, 2023 Option Year One (1): October 1, 2023 September 30, 2024 Option Year Two (2): October 1, 2024 September 30, 2025 Option Year Three (3): October 1, 2025 September 30, 2026 Option Year Four (4): October 1, 2026 September 30, 2027 P. 21, 3.b. Patient ID bracelets are normally destroyed separately from paper to avoid contamination of the truckload, which can cause it to be rejected by the recycling facility. The rejected recycling would be forced to go to the landfill. Will any items that are not paper based be separated from the paper to allow separate destruction? Can a CLIN be added for non-paper-based items destruction? The bins or containers shall not be opened by the facility to separate the non-paper-based items. A separate CLIN has been added for the removal of non-paper-based items. P.22, 4.b. Can the service day of the week be collaboratively agreed to post-award? The Contractor shall work with the COR to collaboratively agree upon the Service Day. P.22, 4.b. It may be difficult to respond within 24 hours to an additional service request without unduly interrupting service to the contractor s other clients. Could this time be extended to 72 hours? An extension to 72 is not acceptable. The time shall be extended however to 48 hours. P.25, 12.a. states that the contractor should be knowledgeable of the guidelines and practices of ARMA. Please clarify whether this is referring Asset & Risk Management Associates International, LLC. The Asset & Risk Management Associates International, LLC is a consulting firm that provides solutions to energy, transportation, and environment problems, or ARMA International that appears to be an advocacy group that the American Society for Industrial Security a requirement for award? This reference is for ARMS International. There is no requirement to become a member of either ARMS organization or society for award. P.48, 1. (b). Where is 52.204-26 located? The reference to 52.204-26 has been removed from the Solicitation. For the Medical Center, are there multiple building where service is needed? If so, will our shred truck need to move multiple times to service the various locations on campus? No. The building is broken into Pavilions that are all connected and accessible from the dock. Please confirm if there is a loading dock at the Medical Center, and is there a ramp to the ground? There is a lift. When the lift is out of service, it is preferable for potential contractor to have a vehicle equipped with own lift as well or have the capability to pull up to the dock platform. Our collection bins cannot negotiate steps. Are there freight elevators available at any locations where shred containers are located above/below the egress floor? The main facility has 10 floors. Elevators are available as well as any other locations outside the main building with multiple floors. Is there sufficient parking for out truck at each location for the time it will take to perform the work. Yes Is there an incumbent current contract for work being solicited? Who and what are the dates of performance? Yes. Initial Contract: VA69D-17-C-0066, Awarded to Innovative Federal Operations Group, Incorporated (IFOG). Incumbent Bridge Contract 36C25223C0034, Innovative Federal Operations Group, Incorporated (IFOG). This contract expires February 28, 2023. Is this an on-site interim or off-site destruction requirement? Standard VA contracts are generally on-site and witnessed by a VA staff member. Off-site or on-site. Certificates of destruction shall be issued. Will the new contractors FTE at the Medical Center be authorized to witness On-Site shredding to comply with VA Directive 6371 regarding interim shredding? Yes. What security measures are in place to secure the containers on the loading dock? Security cable and lock What was the previous process for pickup at the main hospital for 239-ECs? One pavilion pulled on Monday, the other Thursday, weekly. Each console is scanned, emptied into a 95-gallon tote, transported off site for final shredding. Is there a locked storage area available to store additional 95-gallon containers above the requested 6 for collection and purge services? No. What is the historic volume within the last 12 months of purge services? Data is not available While employees await the badging process, will the VA provide an escort or a temporary badge to allow for service? Temporary contractor employee approval sticker for each visit until badging is complete.
