Description
The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: DESIGN - BUILD SERVICES FOR ELECTRICAL, PLUMBING AND ACCESSIBILITY IMPROVEMENT PROJECT AT THE CHIEF OF MISSION RESIDENCE, IN COPENHAGEN, DENMARK The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Design/Build Firm Fixed-Price Construction Type Contract during the second or �third quarter of fiscal year 2023. The successful offeror shall provide professional design and construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The successful offeror shall perform all required design works and construction services including furnishing all labor, material, equipment and services required to complete the Chief of Mission electrical, plumbing and accessibility improvements in Copenhagen, Denmark. Short project scope description: The project includes modernization of the electrical, plumbing, fire alarm, and telecommunications system, and accessibility upgrades at the Chief of Mission Residence (CMR), guesthouse, and guard house.� The project accessible upgrades include new and enlarged public restrooms, a small addition, and regrading of the entry drive.� All work shall be performed with consideration to the CMR�s heritage status and hazardous material mitigation requirements local to the work areas complying to Danish and U.S. standards.� Optional Contract Line Item Numbers (CLIN) include replacement of the sunroom, electrical and plumbing replacement of the guesthouse, and an elevator from the ground floor to the upper floor. Property Description: The property is a 3.64-acre site with a main residence, a guest house (i.e., carriage house / utility building), a guard house, and well-maintained lawns and gardens.� The CMR is located 5.4 miles / 8.7 kilometers north of the Chancery and central Copenhagen in the Charlottenlund neighborhood. The site has three (3) buildings: Main Residence, Guest House, and Guard House. The main residence is 1,965 square meters and was built in 1885.� The Department has owned the property since September 1946. The main residence, also known as Rydhave, is nationally recognized through the Danish Ministry of Palaces and Culture SAVE (Survey of Architectural Values in the Environment) program for its significant architecture, cultural history, and workmanship. The CMR is included on the OBO List of Significant Properties � the official list of U.S. Department of State heritage properties.� The main residence, support structure(s), and landscape features are protected under U.S. Law. The CMR received additions or renovations as recently as 1984 to add functional space, but no recent systems upgrades or replacements. CMR systems� ages are projected at: Plumbing: 35+ years old with some piecemeal upgrades; Electrical: 30+ years old (includes fabric wrapped conduits) with some piecemeal electrical panel upgrades (2011); and Hot water heating: 35+ years old. The Guest House had a roof renovation in 2018, and no more leaks are present. The accessory apartment above has been renovated, painted, new kitchen, and new bathroom fixtures.� No electrical or plumbing work has been done. The Guard House is a newer structure built in 2004, requiring modest upgrades. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $5,000,000.00 and $10,000,000.00 U.S. Dollars. Note:� the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work.� However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated.� Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Mr. Colum Mullan at MullanPC@state.gov, no later than�December 31, 2022, using the solicitation number 19GE5023R0009 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier number, Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.� The solicitation package/documents shall not be placed on SAM�s as the document contains SBU information.� Only companies submitting a letter of interest shall receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work Copenhagen, Denmark � A pre-proposal conference and site visit shall be tentatively scheduled for February/March/April 2023, details of which will be provided to interested offerors with the solicitation package.
