Description
This is a SYNOPSIS for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. This announcement does not constitute the solicitation. The Defense Logistics Agency Energy (DLA Energy) intends to issue solicitation SPE604223R0400 for the supply of electricity, to include Carbon Pollution-Free electricity (CFE), and any ancillary services to be delivered to various Department of Defense installations and Federal Civilian agency facilities located in the State of Texas and within the Electric Reliability Council of Texas (ERCOT) market area. The Government is soliciting offers for a 36-month delivery period (beginning with the meter read date occurring in the month of January 2024 through the meter read date occurring in the month of January 2027). �The total estimated quantity to be solicited is 1,340,500,819 kWh. The contract(s) awarded will be either Firm-Fixed-Price, Requirements Type or Fixed-Price, Requirements Type utilizing Real Time Settlement Point Price (RTSPP). The solicitation will be issued as a Request for Proposal. �Additional requirements may be added by amendment. �All responsible sources may submit a proposal, which shall be considered. DLA Energy intends to include a requirement for CFE in furtherance of the government-wide goals established in Executive Order (EO) 14057 �Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability,� issued on December 08, 2021. �This order sets a goal for the Federal Government to source 100 percent CFE by 2030, including 50 percent hourly matching (24/7 CFE). CFE is defined by EO 14057 to mean electrical energy produced from resources that generate no carbon emissions, including marine energy, solar, wind, hydrokinetic (including tidal, wave, current, and thermal), geothermal, hydroelectric, nuclear, renewably sourced hydrogen, and electrical energy generation from fossil resources to the extent there is active capture and storage of carbon dioxide emissions that meets EPA requirements. The EO 14057 Implementing Instructions further state that for CFE to count toward the government-wide goals established by EO 14057, the generation must i) produce CFE; ii) be placed in service on or after October 1, 2021, either as a new resource or as new capacity at an existing resource modified to increase output; and iii) deliver CFE to the same grid region of Federal facility consumption. All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to offeror(s), who, at the time of award, are on the approved list of Retail Electric Providers in the state in which the award(s) is/are to be made. �No proposed award(s) will be made to offeror(s) who appears on the Office of Foreign Assets Control - Specially Designated National (SDN) List, the Industry & Security - Denied Persons List (DPL), Federal Awardee Performance and Integrity Information Sys (FAPIIS), and/or Excluded Parties List System (EPLS). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
