- Description
- SCOPE. NCG 1 currently has a manning shortfall within N2/N6 Department for curriculum development and instructional support. An expansive amount of Communications equipment requires a vast amount of capability changes at a rapid pace. The curriculum for the operational use and tactical employment of the equipment is in a constant state of change, requiring constant maintenance. Along with the constant changes, the complex experience required to properly train combat usage is severely degraded due to the length of time allotted for military members to learn curriculum and instruct at a level required for success for subordinate units. 1.1 BACKGROUND. NCG ONE manages the overall manning, capability and readiness of six Naval Mobile Construction Battalions, two Naval Construction Regiments, one Construction Battalion Mobile Unit, and one Underwater Construction Team located in San Diego and Port Hueneme, CA as well as Hawaii. 1.2 NMCBs engage in peacetime and wartime contingency construction in support of U.S. Allied Forces and countries worldwide. They provide tailored, adaptable, and combat effective engineering and construction forces that deploy to support naval objectives globally and enable logistics for Fleet operations. 1.3 UCTs provide construction, inspection, repair, and maintenance of ocean facilities in support of Naval and Marine Corps operations, to include repair of battle damage. Maintain capability to support a Fleet Marine Force (FMF) amphibious assault, subsequent combat service support ashore, and self-defense for their camp and facilities under construction. In time of emergency or disaster, conduct disaster control and recovery operations. 1.4 CBMUs provide the Navy and Marine Corps with technically trained personnel and specialized equipment to perform public works functions at advance bases of a contingency construction nature and to backfill Public Works organizations of existing bases or civilian facilities with eminent danger or other emergency situations.
