NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulation (FAR) Part 10 to determine potential sources and their technical capabilities. Technical Description: The Naval Air Systems Command (NAVAIR), Air Anti-Submarine Warfare (ASW) Systems Program Office (PMA-264) located in Patuxent River, MD is issuing this Sources Sought Notice for the procurement of Navy Underwater Active Multiple Ping (NUAMP) sonobuoys for Fiscal Years (FY) 2024-2028 to support Fleet ASW operations. Sonobuoy quantities anticipated to be procured per fiscal year are included in the attachment ""NUAMP Anticipated Quantities"". The Government has limited funds available for design development efforts for the following four (4) frequencies: the AN/SSQ-113 (XN-1) F0, AN/SSQ-113 (XN-1) F1, AN/SSQ-113 (XN-1) F2, and AN/SSQ-113 (XN-1) F7. The Government intends to procure production representative units for two (2) frequencies: the AN/SSQ-113 (XN-1) F3 and AN/SSQ-113 (XN-1) F4/5 sonobuoys. The result of this market research will contribute to determining the method of procurement.� All United States Navy sonobuoys are built to performance specifications to ensure compatibility with existing and future ASW systems.� Key performance parameters are defined by the Performance Sonobuoy Specification (PSS).� Sonobuoys are required to meet general performance requirements such as: reliability, service conditions, electrical, mechanical, acoustic, safety, environmental, product assurance, packaging, marking, and operating requirements.� The sonobuoy shall be capable of being launched from any platform capable of launching �A� sized sonobuoys. Requests for unclassified PSS: All requests should be sent via an email to Ms. Kristin Recio at Kristin.a.recio.civ@us.navy.mil, with the Subject �CONTRACTOR NAME� NUAMP PSS Request�. Contract Background: Provided below are related contract efforts. Basic Ordering Agreement (BOA) N00019-15-G-0008 Delivery Order N0001918F6019, Cost Plus Fixed Fee, NUAMP F2 and F3, ERAPSCO Delivery Order 0001, Cost Plus Fixed Fee, NUAMP F1 and F4/5, ERAPSCO� Basic Ordering Agreement (BOA) N00019-21-G-0009 Delivery Order N0001921F0276, Cost Plus Fixed Fee, NUAMP F1, ERAPSCO� Delivery Order N0001921F00895, Cost Plus Fixed Fee, NUAMP F4/5, ERAPSCO� Required Capabilities: Interested contractors may submit a Capability Statement identifying their interest and capability to respond to the requirement. Only Capability Statements received on or before the Response Date indicated on this Notice will be considered by the Government.� A determination by the Government not to compete this proposed contract action based upon responses to this Notice is solely within the discretion of the Government.� Capability Statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Capability Statements submitted should be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications. The contractor must have the resources, potential development or prototype manufacturing capabilities, and relevant experience to manufacture on a recurring basis the selected Sonobuoy Frequencies of the NAUMP family of sonobuoys or equivalent active multi-ping sonobuoy used in the US Navy ASW Active Target Strength Measurement (ATSM) program. The ability to meet the minimum source levels, acoustic receive capabilities and Global Positioning Systems (GPS) capabilities required by the specification.� NAVAIR will provide interested parties with the Unclassified Sonobuoy Design Specification for Navy Underwater Active Multiple Ping Family of Sonobuoys (NUAMP) and the PSS upon request, which reflects minimum and desired program requirements. Final sonobuoy assembly is required to be in the United States. Special requirements: Contractors must have the ability to perform classified tasks up to the �SECRET� Level, in accordance with OPNAVINST 5510.13H. Contractor facilities must meet the AC9100 quality system certification. Eligibility: The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334511 with a small business size standard of 1,250 employees. �The applicable Product Service Code (PSC) is 5845. In accordance with TITLE 10, Subtitle A, PART IV, CHAPTER 148, SUBCHAPTER V, 4864. Miscellaneous limitations on the procurement of goods other than United States goods. All interested contractors must be registered in SAM.gov to be eligible for award of Government contracts.� � Submission Content:� The requested information below is to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, and knowledge required to support the requirements above. A company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offer, or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. Clearly indicate which Sonobuoy(s) (i.e. F0, F1, F2, F3, F4/5, F7) the contractor is submitting the capability statement. If the interested contractor would team with other parties, the capability statement would need to discuss how the work efforts would be separated, the corporate relationship between the parties (I.e. Teaming agreement, Prime-subcontractor, Joint Venture, etc.). A description of your company�s past experience and performance on similar production contracts. �Include whether Contractor Performance Assessment Reporting System (CPARS) ratings are available. �This description should address current and prior experiences. �If no similar experiences exist, please address future production line capabilities. �Any future capabilities should provide an outline to stand-up a production facility to manufacture and deliver up to 42 sonobuoys per variant per production run. An outline of your company�s supply chain management and purchasing systems currently, or potentially, capable of supporting this prototype manufacturing requirement. �Include information on major subcontractors or suppliers to be used. A statement on any active sonobuoy designs developed or in development. Include any applicable test results. Identify any industry certifications currently held, i.e. ISO9001:2000, SAE-AS9100, etc., to support your ability to meet the objectives being requested. Provide a statement on the ability to deliver up to 42 sonobuoys per variant, on a time-phased schedule, for Government qualification testing upon contract award. Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company�s capability. Estimated funding profile to include the estimated contractor funding and government funding sought. � Submission Details: Means of Delivery: All capability statements should be sent via email to Ms. Kristin Recio at Kristin.a.recio.civ@us.navy.mil and Ms. Lisa Troccoli at lisa.j.troccoli.civ@us.navy.mil, with the Subject �CONTRACTOR NAME� NUAMP Capability Statement�.
