- DIVISION OF POLICE UNIFORMS STATEMENT OF WORK Background The National Institutes of Health (NIH) is the steward of medical and behavioral research for the Nation. Its mission is science in pursuit of fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to extend healthy life and reduce the burdens of illness and disability. NIH has more than 75 buildings in a campus-like environment, with over 300 acres. Some research is performed on campus in state-of-the-art laboratory facilities, although more than 80% of research activities are conducted by scientists working in every state and around the world. NIH employs over 18,000 people approximately a third of whom are health professionals or research scientists engaged in cutting-edge clinical and basic science research. The Office of Research Services (ORS) provides a portfolio of services to the NIH Community that support its mission of uncovering new knowledge about the prevention, detection, diagnosis, identification and treatment of disease and disability. Those services range from providing animal care and facilities, to library and conference services, to services related to security and safety. ORS supports all 27 Institutes and Centers (ICs) that operate in multiple locations, including the primary location on the Bethesda campus. Mission It is the mission of the Division of Police (DP) to the NIH research community and to ensure that the mission of the NIH is not impeded by personal attacks, loss of assets, criminal activity or acts of terrorism. Vision The vision of the Division of Police (DP) is to provide our services in the most professional and least intrusive manner through the application and use of state of the art methods and technology. We are making continuous improvements to our operations and procedures to ensure that this vision will be realized and we have solicited the assistance of the Office of Research Services (ORS) and NIH Senior management, other Agencies, consultants, as well as our own employees, to accomplish the needed tasks. In order to meet its mission, the DP must provide its police officers the equipment and uniforms they need.� As part of this commitment and per the Union Agreement with FOP, the DP agrees to provide dry cleaning services for the police officers. The primary function of the DP is to protect all Government property, employees and visitors. Duties may include, but are not limited to: controlling entry/egress screening visitors entering NIH facilities screening packages and hand held bags, briefcases, purses etc. operating the visitor badging system at visitor entrances on and off campus monitoring on-site security equipment, cameras and alarms guarding selected buildings and screening visitors as well as reporting fire/safety/security hazards to the appropriate office as necessary (fires, leaks, floods, thefts, accidents, or property damage, etc.). Scope of Work The contractor must be able to completely outfit new police officers within 3 weeks after the contract is awarded, and must make all uniforms available in a variety of sizes readily available from stock on hand.� In addition, the contractor must be able to provide uniforms for the DP at the National Institutes of Health in Bethesda, MD.� There should be a 72 hour turnaround time for uniforms that need to be altered. Ordering of Items:� DP shall designate certain employees as its buyers(s) for the purpose of order items pursuant to this contract. Tasks/Services The Contractor shall provide: 1) A catalog with detailed descriptions of, but not limited to, the following items: Uniforms used by DP�s police personnel to include but not limited to the following items: Baseball caps Dark blue BDU pants Dark blue shirts� Men�s Belts Men�s Boots Men�s long� jackets Men�s short jacket Men�s dress trousers Men�s polo shirts� Men�s pants Men�s polo shirts Men�s short sleeve shirts Sweater Tie T-shirts Winter hats Women�s trousers Women�s short sleeve shirts Women�s� long sleeve shirt Women�s trousers Women�s boots Women�s shoes Women�s white shirts Women�s blue shirts Boots Shoes Ordering of Items: Accounts should be created for each officer to place their order directly on line. The vendor is required to maintain a 24 hour a day website for all uniformed officers to place their orders directly on line. All shoulder patches and home buttons will be sewn on by the contractor at no charge when new uniforms are purchased. The vendor must provide an automated system whereas officers can go on line and submit their uniform request. The vendor shall possess the ability and software to create individual officer profiles. Reporting Requirements:� Contractor will be required to submit monthly product sales report to the designated purchasing agent.� Each report must contain the following information: Contract Number Agency Name Agency Address Contact Name Contact Telephone Number Product Ordered Quantity Ordered Quantity Shipped Price charged with totals for each product for each reporting period, We reserve the right to request additional information or to modify the reporting periods. Reporting Periods:� Monthly reports must be submitted in accordance with the contract: Delivery: Responsibility for product delivery remains with the Contractor until the product(s) are properly delivered and signed for. �If it is necessary for the vendor to have the item shipped to the officer then the vendor shall use the fastest-way shipping to allow prompt order fulfillment at no additional cost to the government. Alterations/Tailoring services are defines as standard tailoring such as the hemming of trousers and shirt sleeves, waist adjustments, addition of custom name tags, custom emblems, insignia, buttons and zippers and other related services.� Tailoring and measuring services at no additional cost for all new applicable items purchased off o this contract. Proper measurement to assure appropriate fit of the garments shall be the full responsibility of the vendor. Deliverables The Contractor shall provide through term of contract: The items listed above and any other items deemed necessary. Provide a list of fabrics that will be used for the clothing items listed above. Have a wide variety of shoes to accommodate the needs of all of officers to include shoes commonly worn by officers of other police departments. Ready to wear uniforms within 24 hours of ordering. Have uniforms that require alterations ready for pick-up or delivery within 72 hours of the order being placed. Ability to come on-site to the Division of Police, as required, to take measurements, deliver uniforms and fulfill any other requirements, as needed. Performance Requirements The Contractor shall have the capability to ensure the following: Quality Control: Staff, facility and material are professionally and environmentally responsible. �Provide a list of materials available for items listed above. Have the staff to perform any of the deliverables listed above Satisfaction Guarantee: In the event that NIH is not satisfied with the quality of the garment(s) or service provided, the Contractor shall provide the same service(s) again at no charge. In the event that any garment is damaged, the Contractor shall provide a similar garment based on the value of the garment. Period of Performance 12 Month Base Year, plus (1) Option Year Place of Performance Contractor shall have the capability to provide uniforms and services at their facility and access to the appropriate equipment to complete the required tasks/services. Contractor should also be able to come to the NIH Campus, 9000 Rockville Pike, Building 31, Room B3B12 in Bethesda, MD for any special orders. Holidays and Inclement Weather There is limited access to the NIH during federal holidays and inclement weather.� Contract services are not required on the actual days observed or in the event of the closure of federal government facilities.� In the event that scheduled services fall on a holiday, or closure, the contractor shall pickup/deliver on the next business day. Federal holidays include but are not limited to: New Year�s Day, Martin Luther King, Jr Day, Washington�s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Specific holiday dates are identified in accordance to section 6103(a) of title 5 of the United States Code.
