- Pre-Proposal Conference Time: 9:00-11:00 AM (Central Standard Time) - Informational Meeting The Pre-Proposal Conference informational presentation will be conducted on Tuesday, 10 January 2023 at the following location: ��������� U.S. Army Reserve Center Classroom 3 ����������� 4655 Lexington Ave N ����������� Arden Hills MN 55126 ����������� Webex (Virtual Participation): https://usace1.webex.com/meet/jason.l.cain The Army Reserve Center is located on the northwest corner of Hwy 96 W and Lexington Ave N.� Please park your vehicle in the parking lot adjacent to Hwy 96 W and proceed to the main entrance of the Reserve Center on the southeast side of the building.� The Reserve Center facility is situated southeast of the Warehouse and it the building most nearest to the intersection of Hwy 96 W and Lexington Ave N.� Once you are parked and in the vicinity of the entrance, please call the primary (first) and alternate Point of Contact (POC) below to obtain access to the facility.� DO NOT attempt to gain access to the facility via intercom or any other means on site, call the appropriate POC below and let them know you are onsite to attend the Fort McCoy Industry Day. Please bring a valid driver's license or identification form to gain access to the facility. The Primary POC is Mrs. Michelle Kasprisin who can be reached at 651.755.5453 The Alternate POC is Mr. Ken Green who can be reached at 608.633.7942 Project Descriptions: Collective Training Enlisted Barracks Construct an Open Bay, Transient Training Enlisted Barracks. Barracks floorplan will be based on the standard design for an Operational Readiness Training Complex, however, will be adapted to match Fort McCoy's current, standardized barracks floorplan (approved by the Barracks Center of Standardization). The Fort McCoy standard design barracks incorporates the contingency for lockable, fully functional modular bays. Each modular bay will include open bay barracks area, showers, bathrooms, and laundry capabilities. These modular bays will maximize the number of usable beds within the facility and accommodate the fluctuating, nonstandardized numbers of transient Soldiers by providing male/female separation and unit integrity. The facility will be deactivated and/or taken off-line during the winter months when necessary. When Fort McCoy is not stood-up as a mobilization platform, its primary mission is to support the seasonally driven requirement(s) of transient training. Deactivation of barracks buildings during the winter months conserves energy and saves utility dollars. Project will include information systems, fire protection and alarm systems, video surveillance system installation, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained system. Comprehensive building and furnishings related interior design services are required. Accessibility for the disabled will be provided. Antiterrorism force protection and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided.� Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Collective Training Officers Quarters Construct a 4-story, Transient Training Officers Quarters (TTOQ) based on the standard layout depicted in the Operational Readiness Training Complex. This facility is required to replace antiquated, WWII Wood TTOQs currently being utilized to train Soldiers during Major Exercises, Annual Training, Battle Assembly, and Mobilization at Fort McCoy. This facility will be designed with the ability to be winterized or deactivated during the winter months. When Fort McCoy is not stood up as a mobilization platform, its primary mission is to support the seasonal requirement(s) of training collective Army Reserve Soldiers. In order to conserve as much energy as possible, while also decreasing the funding necessary to field extended utility costs, this building will be deactivated when it is not being used for training. Because Fort McCoy's Mobilization mission may ramp up at any time (and in any season), this building must have the ability to be brought online for use quickly during harsh Wisconsin winters. Information systems, fire protection and alarm systems, video surveillance system installation, and Energy Monitoring Control Systems (EMCS) connection(s) are all included as necessary.� Sustainability and energy enhancement measures are included.
