The RFQ number for this announcement is N0018923QBOSS. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-08 and the most recent DFARS Publication Notice made effective 10/28/2022. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/far/. The NAICS code is 513210 and the Small Business Standard is 41.5 million dollars. The proposed simplified acquisition is being solicited on a sole source basis with Tactical Communications Group (TCG), 2 Highwood Drive, Building 2 Suite 200, Tewksbury Massachusetts, 01876. �� The NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office is issuing this combined synopsis/solicitation to procure BOSS Software Sustainment for the Joint Staff (JS) Joint Interoperability Division (JID)-Training Center (TC). The resultant purchase order for this procurement will include commercial-off-the-shelf (COTS) supplies and services for which the Government intends to solicit and negotiate with only Tactical Communications Group (TCG). The Government will not pay for information submitted in the response to this notice. The required COTS supplies for BOSS software maintenance (as a product) will have a one-year coverage period encompassing 24 January 2023 to 23 January 2024, plus a subsequent five month option coverage period encompassing 24 January 2024 to 30 June 2024. The required BOSS software training services shall be provided for up to 5 Joint Staff personnel for not greater than a 3 day period at the contractor�s facility. These services shall occur once during the base period of 24 January 2023 to 23 January 2024 and again during the five month option period of 24 January 2024 to 30 June 2024. It is intended to award a sole source firm-fixed price Purchase Order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received within five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a separate written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The software sustainment specifications are listed below. Furthermore, it is intended to award a single purchase order as a result of this combined synopsis/solicitation with the following CLIN structure: CLIN 0001: QTY 1 Each, Boss Software: GOLD Support BOSS Software maintenance (as a product) for two (2) systems for a coverage period of one (1) year encompassing 24 January 2023 to 23 January 2024. CLIN 0002: QTY 1 Lot, BOSS Software Training: Training for five (5) people for up to three (3) days at the contractor's facility. Training can take place anytime during the 12 month software coverage period. Delivery of added items�shall�continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. 52.217-9 Option to Extend the Term of the Contract a) The Government may extend the term of this contract by written notice to the Contractor at any time before contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any service options under this clause, shall not exceed 17 months. 52.212-1����� INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) 52.212-2���� EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced overall. The following factors shall be used to evaluate offers: Award will be made to Tactical Communications Group, LLC so long as they conform to the terms specified herein. ������(c)�A written notice of award or acceptance of an�offer, mailed or otherwise furnished to the successful�offeror�within the time for acceptance specified in the�offer,�shall�result in a binding contract without further action by either party. Before the�offer�s specified expiration time, the Government�may�accept an�offer�(or part of an�offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
