THIS IS A Sources Sought announcement Only. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) Eastern Regional Research Center, Wyndmoor, PA is searching for firms who can obtain a Special Permit to transport and dispose at an approved USDOE disposal facility through the Offsite Source Recovery Program (OSRP), a Lockheed irradiator and its sealed sources. The objectives of this project are for the contractor to: Assess details of the Lockheed irradiator and its sealed sources for transport and disposal at an approved USDOE disposal facility through the Offsite Source Recovery Program (OSRP). Determine whether the DOE-installed hardening devices need to be removed for transport and/or disposal of the irradiator or its sources. Obtain approval for disposal of the irradiator and/or its sources at an approved DOE disposal facility.�� Develop a device preparation and packaging plan for the safe and compliant transport of the Lockheed irradiator meeting all applicable federal and local regulations. Obtain approval for transport from any applicable regulatory body necessary of the irradiator and/or its sources to the approved DOE disposal site; this could include use of a currently approved transport packaging or approval of the original overpack used to transport the irradiator. Develop site-specific work plan and health & safety plan (including hazard analysis/control and emergency response) to perform the work. Ensure all work described is performed in a safe, secure, compliant, and transparent manner with a focus on reducing risk to personnel health and safety and to USDA property. �As part of its market research, USDA ARS is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. No Request For Quote (RFQ) exists; therefore, do not request a copy of the RFQ. Responses to this Sources Sought are not quotes on which USDA ARS can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute an RFQ. The Government does not intend to make an award based on responses to this inquiry. All information received in response to this Sources Sought marked """"Proprietary"""" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses may include a capability statement indicating experience obtaining special permit to ship hazardous materials. Responders are solely responsible for all expenses associated with responding to this Inquiry. USDA ARS will not pay for information received in response to this Request.
