Description
US Department of Veterans Affairs Request for Information VA-23-00003994 GetWell Network Hardware Upgrade and Expansion This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Product information, brochures, part numbers, and/or other description information may be included with the submission. VA is under no obligation to provide feedback to the RFI respondent, or to contact the RFI respondent for clarification of any information submitted as part of the response. Requirements: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Veterans Integrated Service Network (VISN) 17 has a requirement for the upgrade and expansion of the currently in use GetWell Network (GWN) Interactive Patient Care System (IPCS). GWN IPCS is a patient care system that provides information to inpatients (and in limited cases outpatients) about their condition, medication, care plan, and educational resources during their hospital stay, allowing inpatients the opportunity to become involved in their care plan. This product has a two-way integration with the VA's Electronic Health Record System, Veterans Information Systems and Technology Architecture (VistA) Computerized Patient Record System (CPRS) (VistA/CPRS), as well as meal-ordering integration through Computrition (a food service software solution in use in VISN 17). This upgrade and expansion will include replacing legacy hardware (both in-patient room and networking infrastructure), and provision of additional software licenses with helpdesk and system maintenance support (including hardware and software maintenance). Onsite management and technical support will be needed at one facility (Audie L. Murphy Memorial Veterans Hospital) and remote maintenance/repair for all others. The product is currently installed at seven (7) sites throughout the state of Texas in VISN 17: Dallas, Bonham, Temple, Waco, San Antonio, Kerrville, and Big Spring. The expansion of this system will include establishing new sites at VA Amarillo Healthcare System and Garland VA Medical Center and adding new wings/beds in hospitals already established with the system. The expansion will entail: the installation of fifty-eight (58) additional bed licenses at the Olin E. Teague Veterans Center (Temple), twenty-eight (28) additional bed units at the Audie L. Murphy Memorial Veterans' Hospital (San Antonio), thirty (30) additional bed units at the Dallas VA Medical Center, one hundred and ninety six (196) additional bed units at the Sam Rayburn Memorial Veterans Center (Bonham), twenty-eight (28) new bed units at the Garland VA Medical Center, and one-hundred ninety-seven (197) new bed units at the Thomas E. Creek Department of Veterans Affairs Medical Center (Amarillo). GWN products are required to ensure that the products previously installed throughout VISN 17 remain operational. Additionally, in the Option Period, if exercised, the Contractor shall provide GWN IPCS Pathway Edition software renewal, helpdesk and system maintenance support which includes hardware and software maintenance, as well as onsite management technical support, as needed for VISN 17 sites previously listed and covered under the Base Period. Please also include Contract Number, expiration date, etc. Socioeconomic data: If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? The Government will not review any other information or attachments included, that are in excess of the 10-page limit.  The Government will not review generic marketing materials that do not address the information contained herein or the attached documents.
