- INTRODUCTION: Project Manager Intelligence Systems & Analytics (PM IS&A)�and Army Contracting Command, Aberdeen Proving Ground (ACC-APG)�are seeking sources to provide a maximum of�six (6) months of cybersecuirty support services to include but not limited to: System Engineering, Cybersecurity Engineering Support, Cybersecurity Network Domain Certification and Accreditation Support, and Cross Domain Solutions Assessment & Authorization Support. Cybersecurity support and services include, but are not limited to: analyze, access, integrate, document, enhance, improve, modernize, implement, test, install, monitor, sustain, and maintain the PM IS&A Family of Systems cybersecurity posture and capabilities in a Top Secret and Sensitive Compartmented Information operating environment under North American Industry Classification System (NAICS) codes 541330 - Engineering Services. This opportunity would be resticted to active and eligible SBA 8(a) program small businesses. PM IS&A/ACC is performing market research to determine the number of available sources, amount of interest, and availability to meet a need. Services are required to begin at 0000 hours EDT 26 December 2022. Responses are required by 1600 hours EDT 13 December 2022. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INSTRUCTIONS TO RESPONDERS: Please respond only if you can support the entire requirement. Responses are requested outlining firms capabilities and interest for providing cybersecurity services. As the requirement would be restricted to small business concerns within the SBA 8(a) program, only 8(a) eligible businesses are expected to respond. Responses shall be submitted via electronic mail. The size per electronic mail cannot exceed 9MB. Respondents are permitted to provide only ONE (1) response package. Submissions shall be compatible with the Windows 10 operating system and be made, as appropriate, in Adode Acrobat .pdf or Microsoft Word format (2013 or more recent versions). The response package shall not exceed 5 pages in total, and shall be delivered in an outline structure highlighted in the requirements section. Pages containing text shall be typewritten, on standard letter 8.5"" x 11"" size paper. Each paragraph shall be separated by at least one (1) blank line. Drawings or other graphics shall be reduced only to the extent legibility is not lost. Each page shall be single spaced with a minimum of 12-point Arial font and no less than one (1) inch margins/borders. Any table or graphic shall utilize a minimum of 10-point Arial font and may be landscape. REQUIREMENTS: Respondents are asked to express the level of interest in the subject opportunity, and provide answers to the below questions. A Performance Work Statement is provided in the Attachments section which provides further information about the details of the requirement. � RFI QUESTIONS The subject opportunity is for a maximum six (6) month period consisting of a three (3) month base period and a three (3) month option period. Given the scope of the requirement, would the respondent consider bidding and providing service on a contract of this length? If not, what is the mimimum length of a contract it would consider? If the requirements are being met by an incumbent contractor, what is the typical amount of time the respondent would require for transistion activities (phase-in, phase-out) to begin performance? In your experience, what is the typical amount of time required to identify and hire qualified and cleared cybersecurity professionals in this field? This RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Government will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, the Government reserves the right to contact any respondent to this notice for the sole purpose of enhancing understanding of the notice submission. Information received will not be considered confidential/proprietary unless marked accordingly. Company proprietary data will be reviewed by Government employees and authorized representatives only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any market research product demonstrations.
