Description
Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center (NIWC) Atlantic and NIWC Pacific plan to attend the Information Warfare Research Project (IWRP) Consortium Virtual Industry Day on Wednesday, December 14, 2022 from 1000 to 1700 EST. The event will include presentations from Dr. Arielle Miller, NavalX deputy and technical director, Ms. Jee Youn Fickling, IWRP program manager, Advanced Technology Institute, consortium management firm, and technical briefs and one-on-one breakout teleconferences. Technical briefs will include a variety of information warfare research technology focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not a RPP, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the projects below you must be a member of the IWRP consortium. The purpose of this announcement is to provide members of the IWRP consortium and industry advanced notification of the governments intent. The government anticipates three (3) RPPs for white papers, enhanced white papers or full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one breakout teleconferences. The RPP topics consist of the following: 1) 23-LANT-1394 Dynamic SATCOM Management and Control: The government is seeking to prototype a means to manage a diverse and holistic Satellite Communication (SATCOM) architecture as close to the user and planner as possible and still maintain control. The prototype includes managing a dynamic SATCOM operation by proactively assigning resources and executing a diverse architecture. 2) 23-LANT-1414 Time and Frequency Distribution System Replacement: The government is seeking to prototype the Time and Frequency Distribution System Replacement (TFDS-R). TFDS-R will replace the currently fielded TFDS, which is a major component of shipboard timing systems, so that the Navy can meet time and frequency requirements, reduce equipment obsolescence, and accommodate future technologies. The prototype will provide a systems engineering model utilizing the Model-Based Systems Engineering (MBSE) approach. 3) 23-HQ-1413 Scalable MOSA Radio Cluster: The government is seeking to develop a prototype for a modernized solution to deploy advanced waveforms and modernized cryptographic algorithms to the Fleet in a manner that is sustainable and leverages existing commercial items and Commercial off-the-shelf (COTS) radios. The government seeks a Scalable MOSA Radio Cluster (SMRC) solution that demonstrates the ability to integrate radios capable of instantiating DoD information repository waveforms of various frequency bands constrained to a government-defined set of size, radio frequency and electrical power interfaces. The government will be presenting four (4) Pre-Solicitation Collaborations (PSCs), which will include a short brief and one-on-one breakout teleconferences. The PSC topics consist of the following: 1) Cognitive HF Mesh Radio System: The government is conducting a search for one or more software companies that are fluent in assimilating decision tree code (C++, Python) with more advanced application intelligence programming such as ZIGBEE mesh, utility theory or perhaps genetic algorithms. This Cognitive HF Mesh Radio System (CHMRS) prototype is needed to upgrade the computerized decision logic selection process for lean algorithmic software processes to expand nodal density without decision delays. 2) CHMRS Cross-Domain Control: The government is conducting a search for software firewall and cybersecurity producers that are fluent in assessing and programming for a cross-domain interface. The CHMRS system automates the HF radio link set-up and sustainment across a multi-node mesh network. This CHMRS cross-domain control prototype is needed to regulate management signaling passing from the decision brain of CHMRS on the classified side (red) to radio system components on the unclassified side (black). This regulating function must be flexible to signaling changes when radio functions or features improve and receive cybersecurity accreditation to NSA standards. 3) Broadband Tactical Air Antenna: The government is conducting a pre-solicitation collaboration in anticipation of requesting four prototype broadband tactical air antennas. The antennas will need to fit an existing form factor and will need to not impact other spectrum operations. In addition, the antennas will need to accommodate multi-band operations. 4) Broadband Tactical Air Amplifier: The government is conducting a pre-solicitation collaboration in anticipation of requesting four prototype broadband tactical air amplifiers. The amplifiers will need to fit an existing form factor and will need to not impact other spectrum operations. The awardee(s) will also need to provide necessary technical documentation for air flight clearance.
