- Update:�Ammendment 001 posted to extend offer due date to 01/05/23 and add two attachments - Unit acres table and questions and answers document.� Background: The Giant Sequoia Emergency Response (GSER) IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project area lies entirely on National Forest System lands within the administrative boundaries of the Sequoia NF and the Sierra NF. Legal description for each grove is: Abbot Grove - T13S, R28E, section 30 Grant Grove - T13S, R27E, sections 25 and 26 � Landslide Grove - T13S, R29E, sections 29 and 30 Indian Basin Grove - T13S, R28E, sections 4, 8, 9, 16, and 17 Black Mountain Grove - T21S, R30E, sections 1, 6, 7, 8, 9,12, 16, 17, and 18 McKinley Grove - T10S, R26E, sections 25, 26, 35 and 36 Period of Performance:� All work shall be completed by December 31, 2023. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm-fixed price commercial services contract. Description of Work: The objective of this project is to provide for the long-term survival of Giant Sequoias by reducing the likelihood and effects of high severity wildfire before it occurs in previously unburned or moderately burned Giant Sequoia groves. Proposed urgent treatments include removal of green and dead surface and ladder fuels from Giant Sequoia Groves to prevent Sequoia trees from torching. Emergency fuels treatments include: Hand cutting and piling of small trees. Mechanical cutting, skidding, and piling of dead and live trees. Mastication of small trees and brush. Mechanical cutting and removal of included forest products. Scraping duff away from the base of large Sequoias. Prescribed burn prep. Timber Products: Mandatory product removal will only be required for the Landslide, Indian Basin, and Black Mountain Groves. Included products of mixed conifer are comprised of green saw timber (predominately Incense cedar and White fir) and cull logs. These products shall be removed from NFS land. All other forest product fuels that are not mandatory removal will be made Timber Subject to Agreement for if a suitable market exists for removal. ��� Follow this notice for future notifications. All Contractors must be actively registered in the System for Award Management (SAM) https://SAM.gov to be eligible for award under this solicitation. Registration in SAM is a free service. Failure to register may cause your firm to be non-responsive and removed from consideration for award. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract.
