- This is a Pre-solictation Notice only. Do not submit proposals or inquiries until solicitation is posted.� There will also be a specific question and answer period once the solicitation is issued.� Delivery will be for various locations in Iraq.� The solicitation�will be open to all vendors capable of meeting the requirement.� The solicitation will be posted on or around January 31, 2023.� DLA Energy anticipates the award of three (3) year Fixed-Price Contracts with Economic Price Adjustment. A.� The fuel types for this requirement are as follows:� Diesel (SFD), NSN:� 9140-01-556-9156 Turbine Fuel Aviation (JP8), NSN:� 9130-01-031-5816 Unleaded mid-grade (MUM), NSN:� 9130-01-272-0983 Kerosene, Grade No. 1-K (KS1): �9140-01-292-4460 B.� The estimated fuel quantities are as follows: Diesel Fuel (SFD) 7,941,588 USG Turbine Fuel Aviation (JP8) 47,520,000 USG Unleaded mid-grade (MUM) 3,117,852 �USG Kerosene, Grade No. 1-K (KS1) 814,485 USG C.� Additional details of the requirement are as follows: The information below is provided to inform the vendors of some of the information that may be requested in the solicitation. Certificate of Quality meeting DLA Quality specifications for fuel requirements Vendor must proof/certification of storage and transportation capability Provide Past Performance Information Price Realism will be considered with this requirement D.� Additional requirements in preparation for the solicitation are as follows: Vendor(s) SHALL be registered in the System for Award Management (SAM) at www.SAM .gov Vendor(s) SHALL fully register in the Joint Contingency Contracting System (JCCS) Next Generation (NG) at https://www.jccs.gov/jccscoe/.� The vendor is prompted to provide but not limited to the below documents when completing the JCCS profile and questionnaires.�� Host Nation Business License Host Nation Specialty License (if applicable) Article of Association or Letters of Incorporation for the Company Tax Identification Certificate/Tax Clearance Letter Financial Documents Current and valid photo identification of all owners, directors, and key personnel (referred to as KMP in the questionnaire) Complete the Company Questionnaire (in JCCS) for CENTCOM Eligibility Provide DUNS number or CAGE/NCAGE Code All offerors and subcontractors are required to be fully registered in JCCS at the time your offer is submitted.� Offerors are required to submit their JCCS registration number with their offer for themselves and proposed subcontractors at the time of their offer. Consideration for award will not be made to any vendor and/or subcontractors not registered and approved in JCCS.� If you�re a vendor considering submission of a proposal on this requirement, it is suggested you begin registration processes as soon as possible.
