Description
REQUEST FOR INFORMATION / SOURCES SOUGHT NOTICE This not a request for quotes; the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Network Contracting Office 8 San Juan, Puerto Rico is currently conducting a market survey for potential small business qualified firms capable of providing the personnel, equipment, facilities, tools, transportation and management services necessary to perform Asbestos Inspection, Training and Monitoring Services. The services consist of providing asbestos inspections of asbestos containing material identified areas, offer accredited asbestos initial, refresher and awareness training sessions for supervisors, workers, and operations and maintenance staff, conduct occupational, background and clearance monitoring at the VA Caribbean Healthcare System in San Juan, Puerto Rico. The North American Industry Classification System (NAICS) is 541620 Environmental Consulting Services and Product Service Code (PSC) R428 Support- professional: Industrial Hygienics Responses to this notice shall include company/individual name, size status for the above reference NAICS code, a service capability statement, SAM Entity Unique Identifier (EUI), DUNS Number, address, point of contact and examples of similar facilities to which similar services have been provided to. Contractors should provide information on whether they are certified SDVOSB, VOSB, Hub zone, 8(a), women-owned, a small or large business concern. If standard company brochures will be provided as a response to this Source Sought, ensure that additional information tailored to this notice is included. A solicitation is not currently available. If a solicitation is issued, it will be announced on the Contract Opportunities website https://sam.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the response to this announcement. Contractors must be registered in in System for Award Management (SAM), see internet site: https://www.sam.gov for information about registration. Specific areas to be addressed in capability packages submitted by respondents are as follows: 1. Descriptive literature supporting the business capability and availability to provide the asbestos inspection, training and monitoring services. 2. Provide certification/registration from applicable regulatory and accrediting agency demonstrating compliance with all federal and local laws, rules and regulations that govern the performance of such services within the Commonwealth of Puerto Rico. 3. For training portion, company shall provide evidence of accreditation by the Puerto Rico Environmental Quality Board (EQB). For monitoring and inspections services, evidence of American Industrial Hygiene Association (AIHA) registry shall be provided. 4. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. 5. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. 6. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner? Yes ___No ___ If yes, please identify which companies are considering a Joint Venture and the ownership of each company. 7. If you are in GSA, please provide schedule and contract number. It is anticipated that any solicitation publicized for this Services will be for a standalone Firm Fixed Price contract with a base period and four option periods of twelve (12) months each. Responses to this notice must be submitted via email to Aurea.Gonzalez@va.gov no later than Thursday December 8, 2022, at 11:00 AM AST. No telephone inquiries will be accepted.
