- The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Program Manager for Soldier Lethality (PM-SL) and the Combat Capabilities Development Command � Armaments Center (DEVCOM AC) is seeking potential sources to supply the HMP 250 pods and 12.7mm M3P machine guns or equivalent. �These pods and weapons are commercially supplied and no US Government TDP will be provided. The following specifications for the HMP 250 pod and M3P machine gun are detailed below: Description of HMP 250 Pod� For the purposes of this sources sought notice, HMP 250 Pod is defined as follows: FN Herstal HMP-250 LCC HV 12.7mm p/n 3648905460 General Type: Gun pod Platforms: M346 Aircraft Dimensions Length: 1.81 m Diameter: 0.41 m Weight: 121.9 kg loaded Lug spacing: 355.6 mm Armament Type: 12.7mm M3P machine gun Ammunition: 250 rounds Operating envelope Maximum speed: Mach 0.9 Description of M3P Machine Gun� For the purposes of this sources sought notice, M3P Machine Gun is defined as follows: General Type: Heavy machine gun Caliber Caliber: 12.7x99mm NATO Magazine: Belt fed, left hand Barrel length: 914 mm Rifling: 8 grooves, 381 mm right hand twist Muzzle velocity: 880 m/s Operation Action: Short recoil, open bolt Fire selector: 0 � F Rate of fire: 950 � 1100 rpm Barrel life: 10000 rounds Dimensions Weight: 37 kg 5 kg barrel Length: 1.68 to 1.80 m, depending on type of flash hider The .50 Caliber M3P machinegun is an automatic, recoil-operated, link-belt fed, and air-cooled weapon. �It fires at a rate of 950 to 1100 rounds per minute (RPM) with an optimum rate of 1025 RPM. �A basic load of 200 rounds is stored in the ammunition box. �A remote charger, mounted on the rear machinegun mount, is an electro-mechanical cocking device remotely controlled by the arm switch on the gunner�s console or the weapons switch on the remote control unit (RCU). �It enables the operator to clear (SAFE), cock (ARM), or recock (SAFE/ARM) the machinegun as required. In responding to this Sources Sought Notice, respondents should provide the following information: A detailed description of your capability to deliver HMP 250 pods and 12.7mm M3P machine guns or equivalent systems. �Details should include technical descriptions of the available firearms, accessories, and spare parts. Respondents should also provide a detailed description of installation. Details should include a list and technical description of parts contained in the kit as well as any modifications required to the host platform. Respondents should also provide a detailed description of available training to include operation and maintenance. Details should include a description of the respondent�s ability to provide this training at either CONUS or OCONUS locations as well as a detailed description of the contents of each training class offered. A description of any export restrictions if systems are sourced outside the United States including requirements for End User Certificates (EUC). � A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g. by laser) capable of withstanding the intended life cycle should be addressed. If another method is described, that description should include an explanation of the method's relative merits and why it is the equivalent or superior.� Describe your maximum deliverable quantity of all the above M3P and HMP-250 within 60 days and within each of the following quantity ranges: 1 � 10 each Interested companies capable of meeting the requirements described above are invited to indicate their interest by providing the Government a brief summary of its company�s capabilities, including a description of its ability to meet the above-mentioned IUID MRI requirement and delivery requirements. All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.� Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).� All responding sources must email their response submissions no later than 2:00PM EDT on� 22 Dec 2022 to Taylor �Albinson, Contract Specialist, taylor.c.albinson.civ@army.mil and Therese Grimm, Contracting Officer, therese.m.grimm.civ@army.mil.
