- Title of Event: �Sea-Based X-Band Radar Mission Integration (SBX-MI) Industry Day Event Total Woman-Owned Small Business Set-Aside PSC: AC13 NAICS: �541330 � Engineering Services Place of Performance: SBX Vessel Reference Number: �MDA23SNSPN01 DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release 22-MDA-11333 (6 Dec 22) The mission of the Missile Defense Agency is to develop and deploy a layered Missile Defense System (MDS) to defend the United States, its deployed forces, allies, and friends from missile attacks in all phases of flight. The mission of the Ground Sensors Program Office is to develop, test, acquire, deploy and sustain MDS radars.� The Sea-Based X-Band Radar (SBX) acquires, tracks and discriminates the flight characteristics of threat missiles. The SBX provides an advanced capability to the Missile Defense System (MDS), increasing the Missile Defense Agency�s ability to conduct operational and realistic testing of the MDS, while providing an operational capability to the Combatant Commands.� SBX-MI provides services to SBX that integrate daily operations and vessel movements. Services include the planning of the shipyard maintenance period, crew rotations, materiel movements, and test event coordination. Services also include the operations and sustainment of SBX Satellite Communications (SATCOM) equipment, the mission support communications network, the vessel security system, and additional IT systems. MI support also includes SBX planning and coordination with external Government agencies, such as: US Strategic Command, US Northern Command, US Indo-Pacific Command, US Navy Pacific Fleet, US Coast Guard, US Federal Aviation Administration, and US Military Sealift Command. The Missile Defense Agency (MDA), Ground Sensors Directorate (SN) will host a Pre-solicitation SBX-MI Industry Day Event and Potential Prime Offerors One-on-one sessions on January 12, 2023, in Huntsville, Alabama (Redstone Arsenal). The Government intends to solicit this procurement as a Woman-Owned Small Business Set-Aside. The purpose of this Industry Day will be to provide an orientation of the SBX vessel, its mission, and the related tasks anticipated in the next Mission Integration (MI) contract. �It will also offer the opportunity for members of industry to ask questions of MDA�s SBX-MI team. � Target Audience: �Prospective Prime offerors and subcontractors on the upcoming RFP � When: January 12, 2023, 0730-1700 Central Standard Time (CST) Below is a tentative schedule for planning purposes:� 0730-0815�� �Registration & Welcome 0815-0830�� �MDA Sensors Overview 0830-0845�� �Rules of Engagement 0845-0900�� �Organizational Conflict of Interest Briefing 0915-0930�� �Small Business Briefing 0930-1015�� �SBX MI Overview Briefing 1015-1030�� �Contract Overview 1030-1100�� �Networking Break 1100-1200�� �Q&A Period 1200-1300� � Break/Partner Networking/Lunch at cafeteria 1300-1700�� �One-on-one Discussions Where:�� �Von Braun II Presentation Center A & B, 5224 Martin Rd, Redstone Arsenal, AL 35898 A.�� �Registration Details: � In order to attend the Industry Day Event, interested participants must complete and submit the Industry Day Registration Form (attached) via email to sbxmi@mda.mil no later than 1700 CST, January 3, 2023. �The email subject line shall state �RSVP SBX-MI Industry Day Event�. �Companies must provide the name and information of no more than three (3) personnel per company (inclusive of Business Units); identify intent to participate as either prime, subcontractor, or joint venture; and request a one-on-one session, if desired. �One-on-one sessions will be available for potential prime offerors in 30 minute increments, first come, first served in the order received. See registration form. � An email confirmation will be sent by the Ground Sensors Contracting Office verifying successful receipt of registration along with a detailed industry day agenda including the industry day schedule, maps, and directions. Receipt of registration documents does not guarantee clearance to attend this event. Each person attending industry day must provide one (1) form of valid US government issued photo identification (ID) and sign-in to the facility upon arrival. �Acceptable forms of photo ID include the following: US Driver's licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent), US passport or US passport card, US DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST), U.S. Department of Defense IDs, US State-issued Enhanced Driver�s License, Federally recognized tribal-issued photo ID, US Transportation worker identification credential (TWIC), and US Merchant Mariner Credential. �Attendees must provide a proof of COVID-19 vaccination status or will be required to take a test on-site when arriving at VB II. Attendees needing a COVID test will be provided a test. �Attendees should also be prepared to wear a face covering if required based on the current CDC designated Community Transmission Level (CTL). The Government will not assume liability for costs incurred by an attendee. �All costs associated with attending this Industry Day Event will be solely at the attending party's expense. �Non-Common Access Card (CAC) holders will be provided base access instructions. �Personal electronic devices, to include but not limited to: cameras, cell phones, smart watches/fitness trackers, photographic equipment, recording devices, wireless headphones, thumb drives, and computer drives are prohibited from being brought into the facility. �Visitors are reminded that all bags and packages brought into the facilities are subject to inspection at all times by access control personnel. Attendees should arrive at the Von Braun II facility at 0730 on the day of the event to ensure time for check-in and badging prior to entering the facility. B.�� �Visit Authorization Request (VAR) Processing Instructions: As part of the pre-registration process, MDA requires all industry participants have a Visit Authorization Request (VAR) on file with MDA to participate in the event and session. �Any person attending Industry Day Event and One-on-one Session must, at a minimum, have a US SECRET security clearance. VAR Information: VARs must be sent NLT December 30, 2022 via the Defense Information System for Security (DISS) to SMO Code: DDAAUH. �The individual�s name, company name and phone number shall be included in the VAR submission. �The date of the visit shall be January 12, 2023 and the POC is sbxmi@mda.mil. VAR submissions after December 30, 2022 may result in personnel not being cleared to attend the Industry Day Event. There will be no day-of processing by the MDA security office. POC: �sbxmi@mda.mil�
