- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Space Force is not at this time seeking proposals and will not accept unsolicited proposals for a Digital Proposal Submission and Evaluation Platform. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized in accordance with FAR 5.2. It is the responsibility of the potential offerors to monitor SAM.gov and/or GSA eBuy for any possible future solicitation. The United States Space Force, Space Systems Command, Space Systems Integration Office (SSC/BZ) is conducting market research to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements for the design, development, test, production, integration, installation, and sustainment of a Digital Proposal Submission and Evaluation Platform to be used and integrated as a key tool for Space Systems Acquisitions. The purpose of this request for information is to determine the feasibility, estimated costs, and schedule to develop a Digital Proposal Platform.� This Platform would support 4 acquisition tasks: 1) facilitate development of the RFP, 2) host the Digital Government Reference Model, 3) provide a means to conduct assessments based upon submitted proposals and digital models, and 4) output the programmatic and technical baseline documentation (Including, but not limited to: Contract and T&Cs, CDRL List, System Specification, Compliance ICDs, Initial IMS, Systems Engineering Management Plan (SEMP), and baseline technical models) for contractual execution.� The Platform needs to work with common models and tools used in Model Based Systems Engineering (MBSE), scheduling, and costing.� The Platform should avoid proprietary formats and interfaces, maximizing open source and/or industry standard formats and interfaces.� The Platform should be capable of seamlessly working with common workflow software.� The Platform needs to be capable of being run on a consumer grade PC and host at least one hundred (100) concurrent users with a goal of no practical limit.� The Platform shall maintain data segregation and integrity among bids within a single evaluation. Initial notification of interest and questions should be submitted via email within ten (10) workdays of RFI release�in order to permit Government coordination and responses.� Requested information includes general business name, business division, and preferred point of contact(s) to include corporate address, phone number(s), and e-mail address(es). RFI responses are�due no later than 16 January 2023, 09:00 a.m.�PST to Lisa Prosser (Lisa.Prosser@spaceforce.mil) and Mark Honda (Mark.Honda.1@spaceforce.mil).� Responses shall be limited to 30 pages in combined length�(including illustrations, pictures, etc.) and shall be either Portable Document Format (PDF) (with copy and paste enabled) or Microsoft Word format. The Document shall be formatted to 8.5"" x 11"" (letter size) paper with type no smaller than 11-point font.� Proprietary information, if any, should be minimized and SHALL BE CLEARLY MARKED.� Please be advised that all submissions become Government property and will not be returned.
