Description
DESCRIPTION OF REQUIREMENT Provide winter pasture and care for Forest Service pack and saddle stock (6-10 horsesand mules) from approximately November 15 to May 30 of each year. Dates of delivery and pick up of stock will depend on weather conditions each year. Dates for each year of the contract, excepting the first year of the contract, will run from November15th toNovember 14th. This is an unrestricted solicitation and both small and large businesses mayprovide quotes for the requirement�This will be a best value purchase. The awarded business will have NAICS code 115210 in their SAM portfolio or be willing to add the code at the time of award. Please fill the RFQ document completely and return to jason.king2@usda.gov bythe indicated time if interested. Contractor Requirements: � Provide adequate feed, salt, water and facilities for normal care required to maintain the well-being of the horses and mules. Feed shall be in the form of pasture grass with supplemental alfalfa/grass hay as is seasonally required to maintain the horses and mules in healthy condition. � Supply incidental care to the horses and mules, such as daily doctoring of cuts/wounds if necessary. If veterinary services are required, the contractor shall contact the Forest Service designated veterinarian. Contract agrees to attempt to contact Fairfield District Personnel should the contractor feel that medical treatment is needed for any horse or mule. If contractor is unable to contact District personnel, contractor is then authorized to secure emergency veterinary or farrier�s care required for the health and well-being of the animal. All cost of such care will be paid by the Forest Service unless injury/illness is the result of neglect or adverse treatment of the animal by the contractor. � If vitamin supplements or medications are needed to keep stock healthy, contractor will notify Forest Service immediately. � If other animals will be boarded near the Forest Service animals, they shall be vaccinated and free of all communicable diseases (to the best of contractor�s knowledge). � Fences shall be well maintained and constructed of materials that limit the possibility of injury to horses and mules. � Boarding facilities need to be within (approximately) 100 miles from Fairfield, Idaho to allow for monitoring of the contract. Forest Service Obligations: � Forest Service will deliver horses and mules on or about November 15th of each year and will remove horses and mules from contractor�s premises on or about May 30th of each year. � Forest Service will pay for all veterinary or medical expenses associated with the boarded horses and mules unless injury/illness is the result of neglect or adverse treatment of the animal by the contractor. � Forest Service will ensure that horses and mules are current on worming and vaccinations before they are brought to contractor�s premises. � Forest Service will assume all responsibility for scheduling shoeing and trimming of horses and mules.
