- Questions asked by vendor: 1. Are meals required to be prepared same day and delivered hot, or can they prepared the day before and be delivered cold/refrigerated? The Performance Work Statement states in para. L.1.3 ""that both hot and cold foods are kept at appropriate temperatures daily"". Should this imply that food can not be cooked the night before and reheated at the VA facility? Or is it implying that food should be kept at appropriate temperatures after being prepared and marked with appropriate expiration dates? 2. The solicitation states that the food will be picked up, but implies delivery in other sections. Will delivery ever be required? 3. The solicitation states under Section 20, Supplies and Schedules, that the contractor must be registered in VIP when the offer is placed; however, this solicitation was initiated in November 2022 and VIP has stopped accepting applications until January 2023 as of October 2022. Could this requirement be waived, or will you only accept offers from contractors registered in VIP? 4. Are there specific dates that the Government expects invoices? Every 30 days? How long does the Government have to issue payment? 5. I am a new business in SAM.gov and my cage code is pending, can I submit a proposal without a cage code as long as it is issued before award (if selected)? 6. For the Business Agreement, is this only completed with the Prime, or can the sub's business name also be included in the agreement? Answers from VA: 1. Same day meal preparation is preferred. Time/Temperature Control of Safety (TCS) for meals should be maintained throughout the food production process to include pickup/delivery. Re-thermalization units are currently used at the CFA for each meal service. 2. The food is picked up by VA contracted food transport services. Delivery may be required in emergent need. 3. In accordance with the memorandum issued on September 23, 2022, if you are already a self-certified SDVOSB in SAM, you will be within the grace period to provide a quote as an SDVOSB. https://www.va.gov/osdbu/faqs/veteran-business-certification-changes.asp#q002 4. Payment by the government will be monthly, in arrears. Invoicing is submitted at the end of each month. 5. All businesses will need to be in the SAM system if selected for award. 6.
