Description
INTENT TO AWARD IDIQ CONTRACT FOR EUREKA PROBES The United States Geological Survey (USGS) Reston Acquisition Branch intends to award a non-competitive indefinite delivery contract to Chen, Garner & Stevens Partners, LLC (DBA Eureka Water Probes) for water quality equipment for measuring a suite of water quality parameters at various USGS data collection sites throughout the United States in accordance with FAR 13.5. The equipment and instruments will be delivered to USGS Hydrologic Instrumentation Facility, Building 2101, Stennis Space Center, MS 39529 for a period of five years from the date of award. There are no option periods. All equipment and instruments that will be procured with this contract are commercial items. These items are essential components used by the USGS to measure water quality parameters (temperature, conductivity, pH, dissolved oxygen, turbidity, chlorophyll, and more) at USGS data collection stations. The equipment shall consist of submersible multiparameter water quality sondes, sensors, cables, replacement parts and accessories, calibration standard solutions, software, and a hand-held display interface. Eureka equipment is required because of its ability to meet applicable USGS accuracy specifications, and interoperability with existing monitoring network infrastructure. This network, and the data it produces, is a major element of the overall mission of the USGS. Award to another source would result in substantial duplication of cost that would not be made up from any savings associated with competition and Chen, Garner & Stevens Partners, LLC (DBA Eureka Water Probes) holds patents and propriety designs on its water quality equipment. The proposed contract action is for equipment and instruments for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. All responsible sources may submit a response to this notice by no later than the response date of this announcement which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm-fixed price award will be made on or about 12/13/2022.
